Manager, Payroll & Pension Services
(Permanent Position)
Job Summary:
Reporting to the Treasury Director, the Manager, Payroll & Pension Services is responsible for providing strategic leadership and governance over payroll and pension administration for the organization. This role ensures all payroll, pension, and time and attendance processes are executed accurately, efficiently, and in compliance with legislative, regulatory, and internal control requirements. The Manager oversees payroll systems and operational processes, delivers meaningful reporting and analytics to support audits and business decision-making, and drives continuous improvement initiatives that enhance service delivery and operational effectiveness. As a people leader, the role is accountable for developing and coaching a high-performing team while fostering a culture of accountability, collaboration, and operational excellence.
Accountabilities:
- Provide leadership and governance oversight for payroll operations, ensuring the accurate, timely, and compliant processing of biweekly hourly and salaried payrolls, monthly pension payrolls, and quarterly variable compensation payments.
- Oversee year-end and year-begin payroll activities, including statutory reporting requirements such as T4s, T4As, tax filings, source remittances, and compliance with applicable federal and provincial legislation.
- Ensure compliance with all payroll-related regulatory requirements and governing bodies, including the Canada Revenue Agency (CRA), Employer Health Tax (EHT), Workplace Safety and Insurance Board (WSIB), and garnishment obligations, ensuring accurate calculations, remittances, and reporting.
- Manage complex payroll calculations, transactions, and exceptions, including retroactive adjustments, variable compensation programs, service vacation processing, pension and fund adjustments, and Income Tax Act (ITA) excess payments.
- Ensure accurate payroll accounting and financial reporting, including payroll journal entries, accruals, reconciliations, and the timely completion of deliverables aligned with financial close requirements.
- Lead pension administration activities, ensuring the effective and accurate administration of defined contribution, profit sharing, and legacy defined benefit pension plans, including benefit calculations and ongoing plan operations.
- Provide effective pension communication and employee support by responding to employee inquiries, conducting personal counselling, and delivering communication materials to support employees understanding of pension programs and benefits.
- Own and govern payroll, time and attendance, and employee portal systems, leading system configurations, enhancements, and upgrades to ensure data integrity, system stability, security, and alignment with business and legislative requirements.
- Ensure strong internal controls, appropriate segregation of duties, and audit readiness across payroll and pension administration processes. Serve as the primary lead for internal and external audits and ensure timely and effective resolution of identified issues.
- Develop and generate reporting, analytics, and insights to identify trends, discrepancies, and opportunities that support informed decision-making and continuous improvement initiatives.
- Lead, develop, and sustain a knowledgeable, high-performing team through effective performance management, coaching, training, knowledge transfer, and succession planning.
Education:

- A bachelor’s degree in Accounting, Finance, or a related field, or an equivalent combination of education and relevant work experience, is required.
- Payroll certification (e.g., CPA, PCP, PLP) or equivalent payroll-related experience is required.
- Technology certification, or equivalent related work experience, is required, including demonstrated experience with payroll, time and attendance, HRMS, or related systems and platforms such as SAP, Microsoft applications, EFT processes, and payroll interfaces.
- Leadership or management certification, or equivalent leadership experience, is required, including demonstrated experience leading teams, coordinating work activities, and supporting employee development and performance management.
Knowledge & Skills
- Advanced knowledge of payroll legislation, employment standards, statutory deductions, and regulatory compliance requirements.
- Strong understanding of payroll accounting principles, including general ledger postings, accruals, reconciliations, and audit requirements.
- Working knowledge of pension administration processes, including defined contribution, profit sharing, and legacy defined benefit pension plans.
- Solid understanding of HR master data management, employee lifecycle transactions, and the application of company policies and procedures.
- In-depth knowledge of payroll, time and attendance, and HRMS platforms, including data governance, system controls, integrations, and reporting capabilities.Strong understanding of internal control frameworks, including segregation of duties, governance requirements, and SOx compliance considerations.
- Excellent interpersonal, change management, communication, and presentation skills are required.
- Strong problem-solving and analytical skills, with the ability to assess complex issues and identify effective solutions, are required.
- Excellent leadership, organizational, and time management skills are required, with the ability to manage multiple priorities and deliver results in a fast-paced environment.
Work Environment:
- Office environment.
- This position is eligible for remote work in accordance with AM Dofasco’s Flexible Work Options Policy.
- Flexibility to determine start / end times outside core working hours.
Hours of Work:
Monday to Friday with extended hours as required to meet periods of peak workloads.

The salary range for this position is $118,000 - $148,000. Starting salary will depend on the successful candidate’s qualifications and work experience.

- Participation in our annual bonus plan based on the achievement of Company goals against target metrics at a rate of 15%
- Company paid Defined Contribution Pension Plan with employer contributions between 5 and 10%. No employee contribution required.
