Position Type: Permanent Full Time Number of Positions: One (1) Department: People & Corporate Services Department File Number: SV26-101 Location: HR Office, 185 Pinnacle Street, Belleville, ON Hours: 35 hours per week, Monday to Friday, 8:30 AM – 4:30 PM Employee Group : Non-Union Salary: Grade 10 ($73,202.39–$87,145.13) Closing Date: Tuesday, October 6, 2026 at 4:30 PM PURPOSE AND SCOPE: Repo rting to the Manager of Human Resources, the Human Resources (HR) Administrator provides confidential administrative and operational support to the Human Resources Department.

The position supports all Human Resources functions, including HRIS and employee data administration, benefits and pension coordination, performance management processes, employee recognition, records management and general departmental administration.

The position serves as a first point of contact for routine HR inquiries and works collaboratively with the HR team to support our clients through accurate, timely and effective HR service delivery.

KEY RESPONSIBILITIES: Deliver responsive, professional and client-focused HR support to members of the public, employees, and managers, by responding to routine inquiries, providing clear and timely information, resolving requests within the scope of the position and referring more complex matters as required to the appropriate HR team member.

Provide confidential and client-focused HR administrative and operational support to HR team members, to ensure HR programs, processes, initiatives and required activities are completed within established timelines, while maintaining complete and accurate documentation and records..

Participate in Human Resources Information System (HRIS) projects and improvement initiatives, including system implementations, system testing, data validation, documentation and user support.

Administer and maintain employee information within the City’s HRIS, ensuring employee information, employment changes, records, reporting and related data are processed accurately, securely and within established timelines, while supporting data integrity and the effective day-to-day use of the system.

Support the administration of employee benefits and pension programs,including meeting with employees to provide information, explain enrollment requirements and support the completion of benefits and pension documentation.

Respond to routine employee inquiries, resolving issues within the scope of the position, coordinating with HR, Payroll and external service providers as appropriate.

Coordinate and maintain HR tracking and administrative processes, including labour relations, performance management, employee recognition, and other employee lifecycle activities.

Provide administrative and financial support to the HR Department, including reconciliation, purchasing and payment processes, records management, correspondence, scheduling, meeting coordination and general office administration.

Maintain organized, accurate and confidential electronic and physical HR records in accordance with established policies, procedures and retention records requirements.

Support HR projects, process improvements and departmental initiatives and contribute to the development and maintenance of effective administrative practices, procedures and resources.

Work collaboratively as a member of the HR team, providing support and demonstrating initiative, adaptability, sound judgement and a strong client service orientation.

Coordinate and prioritize multiple HR administrative requests, deadlines and service requirements to provide timely and effective support to employees, manager and the HR team.

Perform all tasks and responsibilities through the lens of Equity, Diversity, Inclusion, ensuring commitment to fairness, representation, accessibility and respect for diverse perspectives and cultures in all aspects of work.

Perform other related duties as assigned.

QUALIFICATIONS MINIMUM EDUCATION: Minimum three (3) year diploma in Human Resources Management, Business Administration or a related discipline.

Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.

ASSET EDUCATION: Bachelor’s degree in Human Resources Management, Business Administration, or a related discipline.

Certified Human Resources Professional (CHRP) designation or progress toward obtaining the designation.

Additional education, certification or training related to Human Resources Information Systems, data management, employee bene fits, pension administration or related systems.

MINIMUM EXPERIENCE: Minimum two (2) years of Human Resources experience, including: Experience supporting the transition of Human Resource software or information systems, including activities such as system testing, data validation, process documentation, implementation support and/or user support.

Demonstrated experience supporting all aspects of HR from an administrative level.

Experience working with and managing confidential information, Demonstrable experience providing excellent client service.

Strong organizational and time management skills, while managing competing priorities.

ASSET EXPERIENCE: Experience with administration of the OMERS Pension Plan.

Experience in a municipal, public-sector and/or unionized environment.

Experience with HRIS reporting, data auditing, reconciliation and data integrity processes.
