The Division scolaire franco-manitobaine (DSFM) is seeking proposals from qualified proponents to provide a cloud-based or hosted Voice over IP (VoIP) telephone system, with handset hardware available for purchase or lease. The objective of this Request for Tender is to obtain a turnkey VoIP solution that meets the current and future needs of DSFM.

The proposal must include all components and services required to implement and operate the system, including hardware, software, licensing, design, configuration, testing, staff training, maintenance, technical support, commissioning, and, where applicable, decommissioning of existing infrastructure. The proposed solution must meet DSFM requirements for functionality, scalability, reliability, redundancy, ease of management, and disaster recovery. Proponents must also demonstrate the total cost of ownership, including implementation and ongoing operational costs throughout the life of the solution.

Established in 1994, DSFM's mission is to provide quality education to Manitoba's francophone students. Governed by francophone parents, DSFM reflects the interests and values of the Franco-Manitoban community.

When awarding the contract, DSFM will seek the best overall value, considering price, service, and solution capabilities. The lowest-priced proposal will not necessarily be selected. DSFM reserves the right to adjust the quantities and specifications identified in the tender documents to meet its operational requirements and is not obligated to purchase all equipment or services requested.

The telephone system and related equipment must be delivered, installed, and fully operational no later than April 2nd, 2027.
