Park Development delivers capital projects across the city, including waterfront parks, urban parks, community parks, sports facilities, trails, bridges, playgrounds, and other public spaces that strengthen and connect our communities.

We are seeking a dynamic professional with strong financial, business, and analytical skills who is passionate about capital planning, asset management, and long-term infrastructure investment. Working with a team, in this role, you will contribute to capital budget planning, lifecycle forecasting, financial analysis, asset management, and continuous improvement initiatives that support the delivery and stewardship of park assets that continue to serve our community across Mississauga for generations to come

Duties and Responsibilities

Reporting to the Manager, Park Development:

  • Lead the Capital Planning team responsible for financial planning, capital budgeting, asset management, lifecycle forecasting, asset inventories, and performance reporting for Parks, Forestry and Environment capital assets.
  • Lead the divisional capital budget process, including budget submissions, project prioritization, funding analysis, budget balancing, corporate presentations, Budget Matters activities, infrastructure investment, and long-term financial planning.
  • Provide strategic financial guidance to Project Managers on project funding, scope changes, funding reallocations, reserve strategies, project closures, and funding-source optimization.
  • Coordinate development, implementation, and annual updates of the Divisional Asset Management Plan, including asset inventories, condition inspections, lifecycle forecasting, replacement costing, levels-of-service analysis, risk-informed rehabilitation, and infrastructure investment planning.
  • Oversee asset condition assessment programs for trails, bridges, park buildings, sports facilities, courts, playgrounds, and other park infrastructure; establish renewal priorities and support evidence-based investment decisions.
  • Maintain asset management methodologies, standards, assessment frameworks, analytics tools, business processes, and standard operating procedures supporting capital planning, lifecycle management, asset renewal, and continuous improvement.
  • Lead Mid-Year and Year-End Works in Progress (WIP) reviews, including project updates, funding analysis, capital budget adjustments, project closeout, and financial forecasting.
  • Coordinate PSAB Tangible Capital Asset reporting with staff and Corporate Finance, ensuring accurate identification, classification, valuation, capitalization, amortization, and reporting of municipal assets.
  • Oversee capital project portfolios, facility costing databases, GIS mapping records, project documentation, benchmarking databases, and data validation processes supporting capital planning and asset management.
  • Coordinate and analyze annual Park Development tender costs; maintain cost benchmarking and facility costing standards supporting procurement, budgeting, forecasting, asset management, project delivery, and Development Charges Act (DCA) studies.
  • Support continuous improvement of asset management and capital planning systems, including SAP, eBuilder, INFOR, GIS/ESRI, and related platforms; oversee technology-enabled asset programs including digital mapping, drone-based inventories, smart park technologies, people counting, and associated analytics.
  • Supervise and develop Capital Planning staff responsible for infrastructure coordination, asset management, lifecycle planning, inspections, inventories, mapping, reporting, and analytics; foster accountability, innovation, collaboration, inclusion, continuous improvement, and customer service excellence.
  • Prepare reports, presentations, Council and Councillor responses, briefing notes, grant applications, financials, and decision-support materials for senior leadership, project teams, funding partners, and stakeholders.
  • Collaborate with Finance, Procurement, IT, Parks Operations, Planning, Environment, Forestry, Facilities, Transportation & Works, consultants, contractors, and other stakeholders to coordinate capital planning activities, corporate initiatives, and interdependent projects.
  • Respond to Service Requests and operational inquiries, including weekly team reporting, and perform other related duties as assigned.

Skills and Qualifications

  • Post-secondary degree in Engineering, Landscape Architecture, Business, Commerce, Economics, or Accounting or a related field with a professional designation such as Chartered Professional Accountant (CPA), Professional Engineer (P.Eng.), or Landscape Architect (OALA) is required.
  • Minimum five (5) years of related experience in capital audits, asset management, financial management, capital budgeting, lifecycle analysis, and capital project budget planning.
  • Thorough knowledge of internal control practices in an operational environment, procedure development, business process documentation, and report writing.
  • Strong project management skills with the ability to manage projects from concept through implementation.
  • Experience collecting, maintaining, and analyzing asset inventory data and related datasets.
  • Demonstrated ability to conduct strategic analysis, identify issues, develop financial models, and recommend long term solutions relating to asset lifecycle management within established systems and programs.
  • Strong organizational, time management, and prioritization skills with the ability to meet deadlines.
  • Provide financial guidance and direction to staff to ensure Public Sector Accounting Board (PSAB) Tangible Capital Asset Reporting requirements are completed annually.
  • Demonstrated leadership and supervisory experience with professional and technical staff.
  • Excellent communication, facilitation, relationship building, negotiation, and conflict resolution skills.
  • Advanced proficiency in Microsoft Office applications, including Excel, Word, MS Copilot, PowerPoint and Power BI
  • Familiarity with capital and construction projects, knowledge of Parks Forestry and Environment lifecycle standards, asset management systems, budgeting and financial reporting software (SAP), Infor Asset Management Systems, and related technologies would be an asset. Familiarity with the Corporate Asset Management system being implemented 2026/2027 (DOT) Decision Optimization Technology would be an asset.
  • Experience in a municipal environment is preferred.
  • Valid driver's license with access to a vehicle is required.
  • May be required to work flexible hours including evenings and weekends

Hourly Rate/Salary: $ 101,242 - $ 134,990
