Job Summary: We are seeking an experienced Organizational Change Manager (OCM) Lead to support a public-sector consumer licensing modernization initiative. This role will provide change management, business readiness, communications, stakeholder engagement, training, adoption, and AI enablement services to support a successful implementation. The OCM Lead will work under the direction of the Service Owner, Project Manager, and Business Leadership, collaborating with business, technical, operational, and vendor stakeholders to drive successful adoption and sustained use of the new system, including the effective and responsible use of approved AI-enabled tools and capabilities.
Responsibilities:
- Develop, maintain, and execute an integrated Business Readiness and Organizational Change Management strategy aligned with project scope, milestones, releases, and emerging AI-enabled capabilities
- Identify readiness requirements, dependencies, assumptions, constraints, and potential impacts of new technologies, including AI-enabled processes
- Conduct change impact assessments across business processes, roles, procedures, and operational practices
- Develop stakeholder readiness assessments and monitor organizational preparedness using qualitative and quantitative feedback
- Develop and implement a communications and engagement strategy, including key messages, briefings, presentations, FAQs, and knowledge resources
- Develop and maintain a comprehensive training approach, including user guides, instructor-led materials, job aids, and learning resources
- Facilitate or support training sessions, workshops, and knowledge transfer activities
- Develop strategies to support user adoption and sustained operational use of the new system
- Identify organizational barriers to adoption and develop mitigation plans
- Coordinate business readiness activities supporting deployment, go-live, stabilization, and transition to operations
- Provide regular status reporting on change management, readiness, communications, training, and adoption activities
- Participate in project governance forums, steering committee briefings, and executive reporting sessions
- Leverage approved AI-assisted tools, where appropriate, to support stakeholder analysis, communications development, training content, and reporting, while ensuring outputs are reviewed for accuracy, quality, privacy, security, and accessibility
Requirements: Must Have:
- Bachelor's degree or diploma in Computer Science, Information Technology, Business Analysis, Information Systems, Public Administration, Business Administration, Organizational Development, Communications, Human Resources, Adult Learning, Project Management, or a related discipline
- 3+ years demonstrated experience as an Organizational Change Manager on at least one multi-year project in a government or public-sector organization, impacting 50+ staff
- 7+ years demonstrated experience developing and implementing change management strategies/plans, business readiness assessments, stakeholder engagement/communications plans, and/or change impact assessments and mitigation strategies
- 7+ years demonstrated experience developing effective communication materials for stakeholders (newsletters, FAQs, user guides, presentations)
- 2+ years experience implementing citizen services portal and business workflow applications on the ServiceNow platform
- 7+ years experience leading Organizational Change Management activities for business transformation and technology-enabled projects
- 2+ years experience supporting licensing, regulatory, permitting, or citizen-facing service transformation initiatives
- 5+ years experience working in Agile, Scrum, and/or hybrid project delivery environments
Nice to Have:
- Agile certification
- Prosci change management certification or designation
- 7+ years experience developing and delivering communications and presentations at multiple levels of an organization (Executive Management, Program Sponsors, Steering Committee, Branch Managers, End Users)
- 7+ years experience fostering effective working relationships with leadership and stakeholders
- 1+ year experience leveraging and evaluating AI-assisted tools to develop communication materials, training content, presentations, knowledge articles, and stakeholder engagement artifacts
- 1+ year experience using AI and Generative AI tools to support change management, stakeholder engagement, communications, training development, and business readiness activities
