Main Purpose and Function

The Claims Administrator handles the first party property claims, oversees the quality of auto claims handling by the Insurer or its appointed adjusters, and recovers the damages caused by the third party on behalf of the City of Vancouver. The position assists with identifying loss control opportunities and trends and conducts risk awareness training.

Specific Duties and Responsibilities

  • Handles all incoming first party property damage incidents according to the City of Vancouver property loss reporting guidelines and protocols.
  • Investigates and communicates claim adjustment to all parties involved based on the insurance policy wording and circumstances surrounding the loss.
  • Assists in negotiating first party claim settlements with insurers and supports City departments to provide supporting evidence as required for a timely resolution.
  • Identifies and takes necessary action to maximize subrogation opportunities.
  • Develops action plans for conducting investigations by determining necessary contacts, collection feasibility, and/or civil action in order to protect recovery on a claim.
  • Liaises between the insurer and the department where additional investigation is required.
  • Evaluates liability decisions by the insurer to ensure the quality and fairness of the handling.
  • Communicates with the City departments about findings, best practice and opportunities for improvement on the fleet safety through data analytics.
  • Develops and conducts stakeholder focussed risk management training to increase overall risk awareness, support risk-informed decision making in the daily operations and promote existing risk management requirements and procedures.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Minimum grade 12 graduation supplemented by courses leading to the A.I.I.C. (Association of the Insurance Institute of Canada) designation and sound experience in the application of standard claims investigation principles and practices to a wide variety of claims or an equivalent combination of training and experience.
  • Chartered Insurance Professional (CIP) designation as asset.

Knowledge, Skills and Abilities:

  • Considerable knowledge of property and auto claims investigation and settlement, ability to understand and interpret insurance policy wordings and coverage, contracts,
  • Familiarity of applicable case law/arbitration decisions and provincial legislation.
  • Working knowledge of general construction, maintenance, repair and operation of physical facilities and infrastructures an asset.
  • Thorough knowledge of insurance and claims procedures and terminology.
  • Excellent communication skills, both written and verbal.
  • Strong negotiation skills.
  • Ability to work independently and to efficiently manage a caseload of claim files in a timely manner.
  • Strong attention to detail.
  • Ability to work well under pressure, handle multiple tasks, and changing priorities with tight time frames.
  • Ability to establish and maintain effective working relationships with a wide variety of internal and external contacts.
  • Strong computer skills and familiarity with an electronic claims management system.
  • Ability to meet to transportation needs.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
