Job description
Job Summary:
The Privacy Consultant will support the Health Research Data Platform Saskatchewan (HRDP-SK) by managing privacy and access deliverables related to secondary data access. Reporting to senior leadership at eHealth and the University of Saskatchewan, this role involves developing privacy policies, conducting privacy impact assessments, and fostering strong relationships with diverse provincial stakeholders including researchers, health providers, and Indigenous organizations to ensure compliance with privacy legislation and best practices.
Responsibilities:
- Execute Data Access Request reviews according to HRDP-SK standards and timelines.
- Complete Privacy Impact Assessments (PIA) and Implementation Plans with defined goals and milestones.
- Collaborate with Policy & Procedure Committees to write and update privacy policies and procedures.
- Develop and manage the HRDP-SK privacy program including training curriculum, breach guidelines, OCAP policies, and general privacy communications.
- Support alignment of HRDP-SK privacy content with the Health Data Platform and Master Health Data Sharing Agreement (MHDSA).
- Encourage enterprise-wide collaboration on privacy practices and legislation compliance.
- Participate in relevant committees such as MHDSA Policy & Procedure Committee and HDRN Privacy Working Group.
- Provide regular status updates to leadership and partners.
- Perform other duties aligned with HRDP-SK priorities as assigned.
Required Skills & Certifications:
- Bachelor's degree in health information, social science, public administration, or related field.
- Minimum five years' experience as a Privacy Consultant in complex, multi-partner environments.
- Expert knowledge of Saskatchewan privacy legislation, especially The Health Information Protection Act (HIPA).
- Proven ability to conduct Privacy Impact Assessments (PIAs) and develop privacy policies and data sharing agreements.
- Experience interpreting and applying legislation including HIPA and Freedom of Information and Protection (FOIP) Act.
- Strong skills in developing and implementing privacy programs and risk mitigation plans.
Preferred Skills & Certifications:
- Expertise in Ownership, Control, Access, and Possession (OCAP) principles and the UN Declaration on the Rights of Indigenous Peoples.
- Knowledge of fair information practices and current privacy trends, including artificial intelligence challenges.
- Experience working within the Saskatchewan healthcare environment and with healthcare projects.
- Completion of TCPS: CORE-2022 (Course on Research Ethics) is preferred.
Special Considerations:
- Must build and maintain strong working relationships with diverse provincial stakeholders including Indigenous organizations and health authorities.
- Role requires adherence to strict privacy and data governance standards across multiple partner organizations.
- Participation in various committees and working groups is mandatory.
