Initiates the preparation, consolidation and analysis of project reports, assuming responsibility for their overall accuracy, completeness and timeliness.

Compares planned, incurred, actual, and forecast hours and costs, and explains the variances.

Assists in the preparation of potential costs and makes judgments regarding impacts.

Identifies and prepares cost estimates for change orders, trends, and extra work orders.

Escalates concerns to leadership, identifying changes in execution.

Analyzes change proposals from Contractor and compares with EWP (Engineering Work Package) / CWP (Construction Work Package) scope of work and quantities.

Performs multi-step, complex-level Benchmarking Analytics, utilizing internal data, external databases, external studies and publications, and external published reports.

Begins to demonstrate multi-step complex calculations with proficient skill in synthesizing Benchmarking Analytics (identifying patterns, understanding them, and drawing conclusions to support recommendations).

Develops a sound basis for data normalization techniques across all benchmarking reporting.

Makes significant decisions and recommendations within authorized limits prescribed by supervisor and policy; actions and decisions may significantly influence the operational or financial results of the project.
