Permanent Full-Time Consultant, Human Resources Out-of-Scope MCP 06 Human Resources Branch, Regina Vacancy #VAC14F25 The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking two (2) self-motivated, detail-oriented individuals to provide support as Consultants, Human Resources, within the Human Resources Branch .

Although both are generalist Human Resources positions, one role will primarily focus on recruitment and job evaluation, while the other will concentrate on leadership development and employee engagement.

Successful candidates will be expected to demonstrate a high level of expertise in their respective areas of specialization while also providing support across a broad range of Human Resources functions as required.

  • This position is required to work on-site, reporting to the Director, Human Resources.

Summary The Human Resources Consultant is responsible for a range of human resource programs and services, including recruitment, labour relations, classification, compensation, performance management, employee engagement, along with learning and leadership development.

The Human Resource Consultant is also responsible and accountable for HR-specific programs and initiatives of the HR divisional plan, such as recruitment and retention strategies, total rewards, workforce planning, etc.

This position will also positively influence, promote and ensure a respectful, harassment-free work environment.

The position requires a clear understanding of its clients’ lines of business, focusing on achieving high-quality, strategic results. Using highly developed facilitation and interpersonal skills, the Human Resource Consultant contributes to client relations and business partnerships based on collaboration and respect. The Human Resource Consultant will participate in human resource policy, programs and process development. As well, this position will develop and implement organizational initiatives in line with accomplishing divisional and corporate strategies. Primary Responsibilities Deliver on SLGA strategies and direction within respective portfolios by providing human resources advice, guidance and consultation to SLGA managers and employees on job design and classification, labour relations, succession management, recruitment and retention, employee development and relations, organizational design and development, representative workforce, performance management, training needs or identification and other emergent HR initiatives or issues.

Provide strategic advice and guidance to SLGA branches (managers and employees) to facilitate stronger employee relations, employee engagement, and effective performance management. Provide strategic advice and guidance to managers on organizational change and design – proactively provide advice on policies and processes that may impact, influencing structure and redesign decisions. Address workplace conflict and labour issues to ensure timely resolution of issues and maintenance of a problem-solving or functional work environment. Provide labour relations expertise on employee management in a unionized work environment; provide advice and guidance to managers on labour relations issues up to and including Step Two of the Grievance procedure with the goal of resolution of issues before becoming formalized in a grievance process. Provide interpretation and/or advice to managers and employees on the application of various acts and legislation, considering options and long-term impact of decisions to ensure managers manage within their legislative context and workplace policies.

Manage recruitment within respective portfolios including providing advice and consultation on the vacancy and how best filled, reviewing job duties, preparing job advertisements and interview guides, establishing and chairing the interview and reference checking processes.

Provide job design and classification services to SLGA to ensure current responsibilities are recognized, classified and compensated appropriately.

Participate in (and provide human resource support and counsel to) divisional and branch planning and meetings.

Required Technical Knowledge and Qualifications Degree in Human Resources with at least 5 years of directly related experience; or a Diploma in Human Resources with at least 9 years of directly related experience. A CPHR (Chartered Professional in Human Resources) or IPMA-HR designation is preferred.

Knowledge of human resource principles, best practices and tools relating to staffing; classification; performance management; compensation; benefits; labour relations; teambuilding; conflict management; change management; organizational structure; facilitation; and consultation.

Knowledge of applicable labour legislation within the province of Saskatchewan, as well as human resource policies. Strong analytical and problem-solving skills.

Significant knowledge of collective bargaining agreements and application to workplaces in the management of people and processes.

Experience working within a unionized environment.

Physical Requirement Work is performed in an office environment and requires the ability to operate standard office equipment.

Travel Requirement Up to 20% of in-province travel may be required, including site visits to the Distribution Centre and Saskatoon office.

Occasional overnight stays may be required.

Working Conditions Core office hours are 8:00 a.m.

and 4:45 p.m.

Monday to Friday, with earned days off taken at their own discretion excluding statutory holidays such as New Year’s Day, Good Friday, Easter Sunday, Remembrance Day and Christmas Day. The majority of the work day is spent sitting at a desk keyboarding. The Consultant, Human Resources must demonstrate their commitment to safety by consistently ensuring the well-being of themselves and others in the workplace.
