For accommodation needs, please contact at any stage of the hiring process.Visit our Careers at CLBC page to learn more about working at CLBC, what we offer, and tips for the interview process.About the Role:Reporting to the Manager, Continuous Quality Improvement, the Continuous Quality Improvement Lead provides enterprise leadership for the development, implementation, governance, and continuous evolution of CLBC's continuous quality improvement system. The position serves as the organization's authoritative subject matter expert on quality improvement, organizational learning, evaluation, and improvement methodologies and provides strategic advice to leadership on the design of sustainable organizational improvement capabilities. This role functions as a key change agent within CLBC's human services environment, promoting evidence-informed practice, systems thinking, and a culture of continuous learning.Key responsibilities:Leads organization-wide continuous improvement initiatives and improvement portfolios that support strategic organizational priorities and long-term service quality outcomesDevelops and maintains productive relationships with employees, leaders, and stakeholders to build commitment, navigate resistance, facilitate constructive dialogue, and foster shared ownership of continuous quality improvement initiativesDesigns and applies appropriate CQI and evaluation methodologies (e.g., PDSA, Lean Six Sigma, logic modelling, root cause analysis, process mapping, etc.) tailored to CLBC's community living services contextServes as a lead organizational resource for CLBC's continuous improvement, influencing decision making across divisions and functions where there is no direct reporting authorityDevelops and maintains productive relationships with employees, leaders, and stakeholders to build trust, navigate competing priorities, address resistance to change, and foster shared ownership of continuous quality improvement initiativesCreates psychologically and culturally safe environments that encourage open dialogue, reflective practice, innovation, and continuous learning during quality improvement initiativesProvides leadership for organizational measurement and evaluation approaches used to assess quality improvement effectiveness, organizational performance, and system outcomesInterprets qualitative and quantitative findings in relation to root causes, service pathways, systemic barriers, and improvement opportunities, translating insights into practical recommendations and decision-support materialsIdentifies emerging organizational trends, systemic risks, and opportunities for improvement through analysis of organizational performance information and environmental factorsServes as an organizational advisor on continuous quality improvement and provides authoritative recommendations to senior leadership regarding improvement priorities, governance, measurement, organizational learning, and quality system effectivenessContributes to the development of organizational capability in continuous quality improvement through coaching, mentoring, facilitation, and knowledge transfer, including the development of business division staff as CQI coachesWhat you will bring:Bachelor's degree in public administration, social sciences, health administration, evaluation, organizational development, or a related field; or a combination of transferable skills, knowledge, lived experience, and comparable qualificationsMinimum of 3-5 years' direct experience in a quality improvement role within a human services environmentFormal training or certification in quality improvement or evaluation methodologies (e.g., Lean Six Sigma Green Belt, Institute for Healthcare Improvement certificates) is an assetProject management training or certification (e.g., PMP, CAPM) is an asset Experience working within a public‑sector, community living, or comparable organization is an assetWe are also looking for:Demonstrated knowledge of CQI frameworks, evaluation methods, and change management approaches within public or human servicesKnowledge of CLBC's public-sector governance, accountability, and legislative or regulatory contexts is an assetAbility to influence and lead without formal authority, fostering collaboration and engagement across diverse stakeholder groupsStrong data literacy, including the ability to interpret and apply qualitative and quantitative data to inform decisionsStrong project management skills, including planning, coordination, risk management, and monitoring deliverablesExcellent facilitation and coaching skills to support teams in applying CQI tools and sustaining improvementsBenefits: A rewarding career at CLBC comes with great benefits, including:Employer-paid extended health and dental planA BC Public Service Pension plan with employer contributionsGenerous vacation plus additional personal daysPaid maternity/parental/adoption leaveLife insurance, paid sick days, and, if needed, long-term disabilityWellness supports, including an Employee and Family Assistance ProgramProfessional development funds and resources to encourage continuous learning and skill developmentAccess to government discounts on travel, cell phones, and more!Additional InfoOccasional overnight travel within the province of BCPossession of a Class 5 driver's license and a clean driver's abstract is requiredSuccessful applicants are subject to a Criminal Record CheckAn eligibility list for internal candidates may be establishedClosing date: September 9, 2026If your application is shortlisted, you'll be invited to an interview where you'll have the opportunity to share more about your experience.
