The College of Pharmacists of Manitoba (CPhM) is seeking an experienced and collaborative leader to join our team as Director, Registration & Qualifications.

Reporting to the Deputy Registrar and Chief of Staff, the Director, Registration & Qualifications provides leadership, oversight, and day-to-day management of registration, licensure, renewal, reinstatement, and qualification assessment activities. This position plays a critical role in supporting CPhM's public protection mandate by ensuring registration processes are fair, transparent, consistent, and compliant with legislative and regulatory requirements.

About the Role

The Director, Registration & Qualifications, is responsible for leading the College's registration and qualification assessment functions and ensuring registration processes are administered in accordance with legislation, regulations, by-laws, standards, policies, and fair registration principles.

The Director oversees registration operations, supports complex applicant and registrant matters, maintains the integrity of registration records and public registers, provides practice consultation support, and leads a team responsible for delivering high-quality regulatory services.

KEY RESPONSIBILITIES

Registration, Licensure & Renewal Operations

  • Oversee and participate in registration, licensure, renewal, reinstatement, and related application processes, ensuring responsibilities are completed accurately and within established timelines
  • Review and assess applications, supporting documentation, credentials, examination results, and licensure requirements; determine applicant eligibility and make regulatory decisions within delegated authority while escalating complex matters as required.
  • Lead annual renewal activities, including planning, communications, system readiness, issue resolution, and follow-up on higher-risk or incomplete renewals.
  • Monitor workflows to ensure timely, accurate, and consistent service delivery
  • Ensure applicants, registrants, employers, educational partners, and the public receive clear and accurate information regarding registration requirements
  • Ensure reporting obligations to external agencies are completed as required

Qualification Assessment & Complex Applicant Matters

  • Oversee qualification assessments for pharmacists, pharmacy technicians, interns, students, graduates, internationally educated applicants, and other applicant categories
  • Provide direction and support on complex, sensitive, or higher-risk registration matters
  • Prepare and review briefing notes, recommendations, correspondence, and decision-support materials
  • Ensure assessments are fair, transparent, objective, consistent, and well documented
  • Support appropriate documentation of decisions, conditions, and registration outcomes
  • Identify opportunities to improve licensure pathways, policies, processes, communications, and systems

Registration Records, Public Register & Database Integrity

  • Oversee the maintenance of accurate and complete registration and licensing records
  • Maintain required registers in accordance with legislation, regulations, by-laws, and policies
  • Monitor the accuracy of public register information, including registration status, licence status, restrictions, conditions, and authorizations
  • Collaborate with internal staff to support database integrity, reporting, application updates, and system improvements
  • Ensure records are managed in accordance with privacy, records management, and retention requirements

Practice Consultation

  • Oversee Pharmacy Jurisprudence Examination processes and related applicant resources
  • Ensure practice inquiries are addressed in a timely, accurate, and practical manner
  • Support staff in responding to complex practice-related questions and identifying matters requiring escalation
  • Identify recurring questions, trends, and risks that may require guidance, communications, policy review, or referral
  • Support the development of practice resources, guidance documents, FAQs, and related communications

Leadership & Department Management

  • Provide day-to-day leadership, coaching, support, and supervision to Registration & Qualifications staff
  • Establish priorities, workflows, expectations, and accountability measures
  • Conduct performance discussions and annual evaluations
  • Support employee development, training, and cross-training initiatives
  • Manage workload distribution and address operational risks or resource challenges
  • Foster a respectful, collaborative, accountable, and service-oriented culture
  • Support change management initiatives related to systems, staffing, processes, and organizational priorities
  • Contribute to departmental budgeting and resource planning
  • Promote collaboration across departments to ensure consistent and effective communication and service delivery
  • Represent CPhM on external working groups, committees, and stakeholder forums as assigned

About You

EDUCATION, TRAINING, AND CERTIFICATIONS

  • Minimum five (5) years' experience in one of the following:
    • Bachelor of Science in Pharmacy or Doctor of Pharmacy and eligible for registration and licensure with CPhM;
    • Pharmacy Technician professional qualification and eligible for listing with CPhM; or
    • Another regulated health care profession.
    • Minimum three (3) years' experience in a supervisory, management, teaching, or leadership role.
    • Additional education and/or experience within a health regulatory college, regulatory environment, government, health system, or public administration setting is considered an asset.

EXPERIENCE, KNOWLEDGE, AND SKILLS

  • Strong understanding of regulatory responsibilities related to registration and licensure
  • Ability to interpret and apply legislation, regulations, standards, policies, and eligibility requirements
  • Knowledge of Manitoba pharmacy legislation, registration pathways, licensure requirements, fair registration principles, and the evolving roles of pharmacists and pharmacy technicians
  • Strong analytical, critical-thinking, and problem-solving skills
  • Experience managing complex issues and applying appropriate escalation pathways
  • Proven leadership and staff supervision capabilities
  • Ability to identify operational risks, policy gaps, and opportunities for improvement
  • Proficiency with Microsoft 365 and database management systems
  • Excellent organizational, interpersonal, verbal, and written communication skills
  • Ability to maintain confidentiality and exercise sound professional judgment

WORKING CONDITIONS

  • The position is 1.00 FTE, permanent, Monday to Friday; 37.5 hours per week
  • Hybrid work model available at the discretion of the supervisor
  • Ability to attend and/or facilitate events at other locations on occasion
