For accommodation needs, please contact at any stage of the hiring process.Visit our Careers at CLBC page to learn more about working at CLBC, what we offer, and tips for the interview process.About the opportunity:Reporting to the Manager, Procurement and Contract Accountability, the Procurement and Contract Specialist applies sound procurement and contracting expertise to provide technical advice and recommendations on the ongoing application of and compliance with procurement, contracting, principles, participates in the procurement lifecycle with Head Office and Regional stakeholders, develops and monitors the procurement and contracting guidelines and framework, and conducts ad-hoc projects to support CLBC strategic goals in matters of procurement and contracting.Responsibilities include:Applies judgement and expertise to ensure procurements are compliant with procurement law and government procurement principles throughout the entirety of the Procurement lifecycle from initiation to completion.Develops and maintains Request for Qualifications, Proposal Letters and Request for Proposals within the boundaries of applicable law and policy and to meet CLBC's ongoing operational requirements.Provides support and recommendations for the development and implementation of improvements to CLBC's contract accountability and procurement model including policy, procedures and practices;Responsible for development and maintenance of procurement and contracting procedures and guidelines.Monitors ongoing procurement and contracting practice and procedures and drafts reports and briefing notes for the Manager, Procurement and Contract Accountability, other Finance Leaders and CLBC Managers regarding the effectiveness of procurement and contracting practice and whether ongoing practice is compliant with procurement law and government principles, including identification of issues requiring further investigation or direction on proceedingIdentifies opportunities for strategic procurement, new/emerging procurement initiatives, evaluates options and makes formal recommendations to mangers, directors, and VPs.The successful candidate will have superior written and verbal communication skills with the ability to communicate to individuals and groups at a level appropriate to the audience; possesses and applies a high degree of tact and good judgement; has a high level of attention to detail; has exceptional organizational skills, and the ability to prioritize assignments; is focused, highly motivated and results-oriented.You will bring:Bachelor's Degree in a relevant discipline, supplemented by a minimum of four years of related work experiencePreference will be given to candidates with a Bachelor's degree in Law and/or an equivalent combination of education, legal training and experienceBenefits: A rewarding career at CLBC comes with great benefits including:Employer-paid extended health and dental planA BC Public Service Pension plan with employer contributionsGenerous vacation plus additional personal days Paid maternity/parental/adoption leaveLife insurance, paid sick days, and, if needed, long-term disabilityWellness supports, including an Employee and Family Assistance ProgramProfessional development funds and resources to encourage continuous learning and skill developmentAccess to government discounts to travel, cell phones, and more!Additional Info:Successful applicants are subject to a Criminal Record Check.An eligibility list for internal candidates may be established.Closing date: September 3, 2026If your application is shortlisted, you'll be invited to an interview where you'll have the opportunity to share more about your experience.
