THE OPPORTUNITY
The Campbellton Regional Community (CRC) is seeking an engaging, organized and results-oriented manager to lead its water, wastewater and related infrastructure services.
Reporting to the Director of Operations, the Manager plays a key role in ensuring the continuity, reliability and ongoing improvement of these essential services.
The Manager leads a team of ten employees in a unionized environment, oversees an annual operating budget of approximately $5 million and contributes to a five-year capital investment program valued between $5 million and $10 million. The position offers considerable autonomy in managing day-to-day operations, along with direct involvement in decisions related to capital investments, infrastructure and service improvements.
This opportunity has become available following the promotion of the previous incumbent to Director of Operations, reflecting the potential for career growth within the organization.
YOUR ROLE
As Manager, you will plan, coordinate and oversee all activities related to drinking water treatment and distribution, as well as wastewater collection and treatment.
Your responsibilities will include:
• Ensuring the effective operation of water and wastewater facilities;
• Leading, engaging and supporting a team of ten employees;
• Planning operational activities and optimizing the use of available resources;
• Ensuring equipment reliability, service continuity and compliance with regulatory requirements;
• Preparing and managing operating and capital budgets;
• Contributing to strategic planning and overseeing infrastructure projects;
• Coordinating the work of contractors, suppliers and external partners;
• Developing and monitoring operational, financial and maintenance performance indicators, addressing recurring issues and supporting continuous improvement;
• Preparing for and coordinating emergency responses involving equipment failures, service disruptions, spills, outages and other situations that could affect service continuity;
• Identifying training needs, supporting employee development and ensuring that required certifications and qualifications remain current.
The Manager has considerable autonomy in overseeing daily operations and works closely with the Director of Operations on medium-term planning, budgets, major projects and continuous improvement initiatives.

Requirements
THE IDEAL CANDIDATE
We are looking for a manager with a strong understanding of technical operations who can bring together effective leadership, operational discipline, regulatory compliance and continuous improvement. While you do not need to be the technical expert for every facility, you must be able to understand the issues, assess risks, ask the right questions and make sound, informed decisions.
You bring:
• Significant experience managing employees and operations, ideally in a unionized environment;
• Relevant post-secondary education, such as civil engineering, environmental engineering, engineering technology, water or wastewater treatment, operations management, business administration or a related field. An equivalent combination of education, professional certifications and relevant experience will also be considered;
• A demonstrated ability to manage budgets, resources and operational priorities;
• Strong analytical, decision-making and problem-solving abilities in an operational environment;
• A structured approach to problem-solving and continuous improvement;
• The ability to communicate and work effectively in both English and French;
• Experience in water or wastewater operations, considered a strong asset. Candidates from related technical, municipal, industrial or regulated environments will also be considered;
• Knowledge of Lean, Six Sigma, Kaizen or 5S methodologies, considered an asset;
• The certifications required to perform the role, or the ability to obtain them within the prescribed time frame;
• Demonstrated leadership in managing change, engaging employees and improving work practices;
• The ability to manage competing priorities in an environment where emergencies and unexpected situations are common.

COMPENSATION AND BENEFITS
• A permanent management position;
• A base salary of up to $89,643, plus an annual on-call premium of $15,000, for total annual cash compensation of up to $104,643;
