Position Overview Westerner Park is seeking an experienced and strategic Manager, Park and Facilities to lead the operational performance, maintenance, appearance, and readiness of our buildings, facilities, grounds, fleet, and site equipment.

Reporting to the Chief Executive Officer (CEO), the Manager provides departmental leadership and ensures Westerner Park’s property and infrastructure are safe, functional, well-maintained, and ready to support events and year-round operations.

The Manager establishes operational priorities, service standards, maintenance systems, and resource plans while being accountable for the department’s people, financial resources, service delivery, and operational results.

Working closely with internal departments, external service providers, municipal partners, and senior leadership, the Manager plays a key role in resolving operational challenges, planning for facility and asset needs, and ensuring Westerner Park is prepared to deliver exceptional experiences.

Key Responsibilities The Manager, Park & Facilities is responsible for the following: Building, Facility & Grounds Management Lead the maintenance, appearance, and operational readiness of Westerner Park’s buildings, facilities, event spaces, grounds, roads, walkways, and landscaped areas.

Establish maintenance and readiness priorities based on event schedules, facility condition, seasonal requirements, and operational needs.

Oversee preventative, corrective, reactive, and routine maintenance programs, including work orders, maintenance records, equipment records, and preventative maintenance schedules.

Monitor facility and equipment conditions and ensure significant issues affecting operations or events are addressed, mitigated, or escalated appropriately.

Review recurring repairs, deferred work, maintenance trends, and service gaps and implement practical solutions.

Determine the appropriate use of internal staff, specialized trades, and external service providers to support reliable and cost-effective maintenance.

Financial & Resource Stewardship Develop and manage the annual Park & Facilities operating budget within approved financial parameters.

Identify and recommend capital requirements and manage approved capital expenditures and projects within delegated authority.

Monitor departmental expenditures, maintenance costs, contractor and service-provider costs, and other financial commitments.

Identify opportunities to improve operational efficiency, service delivery, and value for money.

Provide financial forecasts, performance updates, and recommendations to support organizational planning and decision-making.

Leadership & Team Development Lead the Park & Facilities team by establishing clear priorities, responsibilities, service expectations, and accountability.

Assess staffing capacity, workload, seasonal requirements, and external service needs and make or recommend adjustments as appropriate.

Ensure effective employee development, performance management, scheduling, and resource allocation.

Foster a culture of preparedness, accountability, continuous improvement, collaboration, and pride in stewardship.

Ensure appropriate departmental coverage and escalation processes are in place to support year-round operations and event requirements.

Collaboration & Operational Partnership Work collaboratively with internal departments and external service providers to ensure facilities, grounds, and related services support operational, event, and safety requirements.

Act as the primary operational liaison with municipal partners on infrastructure matters within the department’s scope.

Provide operational expertise and recommendations to senior leadership and contribute to organizational planning and decision-making.

Lead the resolution of significant or cross-functional operational issues within the department’s scope.

Fleet, Equipment & Waste Management Oversee Westerner Park’s fleet, grounds equipment, maintenance equipment, and other site equipment, ensuring safety, reliability, availability, and operational readiness.

Direct the day-to-day management, maintenance, servicing, and coordination of fleet and equipment.

Identify equipment needs, risks, and operational priorities and provide input to organizational asset-management processes.

Oversee the fleet fueling station, including fuel supply, inventory, access, usage tracking, and related controls.

Lead site-wide waste management, ensuring appropriate service levels, resources, and processes are in place to support events and year-round operations.

Parking & RV Resort Operations Provide departmental oversight for grounds, landscaping, and related Park & Facilities services supporting Parking and RV Resort operations.

Establish priorities and service expectations and ensure facility and grounds issues are addressed in coordination with the appropriate operational teams.

Maintenance Committee & Organizational Coordination Serve as the designated staff liaison to the volunteer Maintenance Committee and act as the primary connection between the Committee and Westerner Park.

Provide relevant maintenance, facility, grounds, and project information to support Committee discussions and recommendations.

Facilitate appropriate Committee and internal department involvement as required.

Provide operational context and recommendations to support organizational decision-making while maintaining appropriate management accountability and authority.

This role is expected to adapt to organizational needs and may take on additional responsibilities to support the success of Westerner Park.

What You’ll Bring Post-secondary education, trade certification, or equivalent experience in facility operations, building maintenance, construction, property operations, or a related field.

  • 10+ years of progressive experience in facilities, maintenance, grounds, property, or large-site operations, including at least 5 years in a supervisory or management role.

Demonstrated experience leading multidisciplinary maintenance and operational teams, including trades, grounds, fleet and equipment activities, and external service providers.

Experience with departmental budgeting, resource management, contractor management, and operational planning.

Strong working knowledge of building and equipment maintenance, preventative maintenance practices, work planning, and operational coordination.

Demonstrated ability to establish priorities, allocate resources, and manage competing operational requirements in a complex, event-driven, multi-building environment.

Strong leadership, decision-making, organizational, problem-solving, communication, and relationship-management skills.

Experience with work-order, maintenance-tracking, inventory, or facility-management systems is considered an asset.

Ability to work flexibly around major events, seasonal requirements, and significant operational issues.
