The Commercial business segment continues to have growth ambitions to be the bank of choice for all businesses in Canada in a rapidly changing environment. The portfolio consistently outperforms the market with strong, diversified growth underpinned by strong risk management practices, and a culture to protect both our clients and the entity. The recent expansion of the Business Risk Management team within the business reflects the importance of proactive risk management aligned with line of business priorities, and strategic investment to bring risk management expertise closer to the Commercial Banking (CB) segment, to ensure risks are assessed and effectively mitigated with a deep understanding of the business.

As Manager, Controls Design & Implementation, you’ll lead CB 1st line of defense operational risk control initiatives that ensure a comprehensive and robust control environment aligned to strategic objectives, regulatory requirements, and enterprise internal control management standards. Operating within RBCs Enterprise Risk Management Framework, and as a key member of the CB Business Risk Management team, the incumbent is accountable for partnering with senior leadership to provide risk control subject matter expertise and advisory to drive control identification, design, and implementation across CB.

This role works in the office 3 to 4 days a week.

What will you do?

Advisory, Guidance & Knowledge Management

  • Proactively support advisory and guidance to CB business and partner control owners on adequate control practices, aligned to the RBC Enterprise Internal Control Management Standard (ICMS)—how to design, implement, monitor, measure.

  • Support control implementation, including Control Hygiene, Control Governance Office (CGO) engagement, control record publication, and post-implementation monitoring.

  • Champion risk control awareness, knowledge, and best practice sharing across CB (via communication, outreach, and learning) to promote a strong control environment.

Control Identification, Remediation & Execution

  • Proactively identify control weaknesses and recommend solutions; remediate where appropriate.

  • Execute Issue Management control action plans, where simple control documentation is required.

  • Lead control execution and special control initiatives, as assigned by senior leadership.

  • Administrative duties as needed, including facilitating meetings; taking meeting minutes; creating and maintaining execution plans for control implementation initiatives.

Monitoring, Reporting & Record Management

  • Maintain existing control records across the portfolio, aligned to ICMS and strategic objectives, in support of assessments or policy, regulatory, and risk environment changes.

  • Manage and maintain control change logs and capacity calendar.

  • Provide SME support to the business for Control Effectiveness activities (assessment and evaluation); point of contact for the Enterprise Control Testing and CGO.

  • Prepare communication and reporting to the CB BRM team and senior leaders, including control dashboard and control delivery plan reporting (executive summary and RAG status).

What do you need to succeed?

Must-have:

  • Post-secondary education in business or related discipline

  • Continuous learning mindset; demonstrated ability to research and stay informed of control management best practices and emerging trends in the financial services industry.

  • Growth-oriented mindset; prioritizing for impact and able to manage multiple priorities.

  • Strong problem-solving and critical thinking skills; comfort with challenging current practices.

  • Strong people skills, collaboration, and relationship building to work across a diverse range of colleagues, functions, and business areas.

  • Excellent presentation and communication (verbal and written) skills.

  • Initiative-taker, ability to complete tasks independently without close oversight.

  • Digital tool proficiency – ability to learn control register systems (ERIC, Archer) and AI workflow tools.

  • Proficiency in Excel and PowerPoint.

Nice to have:

  • Exposure to risk and control methodologies and/or frameworks and practices used in banking.

  • Experience in financial services or related business

  • Strong business acumen; understands profit & loss levers in commercial financial services.
