Are you a skilled payroll and benefits expert searching for an exciting, stable career opportunity within the government sector? Randstad human resources is actively recruiting for a dedicated, detail-oriented Coordinator, Payroll & Benefits to join a dynamic public sector team in High River. This permanent human resources position features a highly desirable hybrid work arrangement consisting of 3 days on-site in High River and 2 days working remotely from home. Located conveniently in High River, this location provides a quick, stress-free commute for residents of High River and Okotoks, while remaining very accessible to professionals residing in Calgary and surrounding areas who are open to a comfortable daily commute.

As a Coordinator, Payroll & Benefits, you will assume total ownership of full-cycle payroll operations and complete employee benefits administration for a vibrant public sector organization. Working within a standalone capacity, you will seamlessly handle the complete end-to-end processing of bi-weekly payroll for over 100 unionized and non-unionized staff. In this full-spectrum human resources and payroll environment, you will transition smoothly between intricate payroll calculations, retroactive pay processing, pension administration, and general ledger account reconciliations in close coordination with finance team members. You will also utilize enterprise HRIS software—specifically Dayforce—to audit payroll data, analyze workflows, and continuously optimize system configurations.

This role requires a proactive, hands-on Coordinator, Payroll & Benefits who thrives across varying work volumes. During peak payroll processing periods, your strong time management and attention to detail will ensure high-volume accuracy. During quieter business cycles, you will leverage your expertise to perform thorough reporting analysis, refine HR forms, assist with annual staffing budget projections, and support cross-departmental initiatives. As a core member of the human resources department, you will build positive working relationships across all divisions, acting as a trusted subject matter expert for payroll and benefits inquiries, collective agreement interpretations, and legislative compliance.

A successful Coordinator, Payroll & Benefits brings deep expertise in Canadian Revenue Agency (CRA) guidelines, Alberta Employment Standards, Local Authorities Pension Plan (LAPP) parameters, and unionized environment workflows. Whether you are executing off-cycle payments, auditing year-end T4 forms, or facilitating health benefits onboarding, your expertise will ensure administrative compliance and high operational standards. This permanent position offers an impressive annual salary ranging from $71,000 to $78,000, accompanied by 3 weeks of paid vacation, a matching pension plan, and comprehensive health benefits coverage.

Responsibilities
• Lead and execute full-cycle payroll processing bi-weekly for over 100 unionized and non-unionized employees using Dayforce.
• Administer health and dental benefits, group life insurance, and Local Authorities Pension Plan (LAPP) enrollments and billings.
• Reconcile bi-weekly payroll to general ledger accounts, prepare journal entries, and process statutory remittances (CPP, EI, Income Tax, WCB).
• Extract, analyze, and interpret complex payroll data and reports to support management decision-making, audits, and union bargaining costs.
• Maintain, test, and optimize Dayforce HRIS configurations to ensure alignment with employment contracts, CRA guidelines, and collective agreements.
• Act as the primary human resources point of contact for complex payroll and benefits inquiries from staff, supervisors, and external vendors.
• Support annual payroll audits, year-end tax reporting (T4/T4A/ROE), and cross-departmental HR projects during low-volume periods.

Qualifications
• Minimum 2-year Post-Secondary Certification in Payroll, Accounting, or human resources.
• Active Payroll Compliance Professional (PCP) or Payroll Leadership Professional (PLP) designation.
• 5 to 8 years of hands-on experience independently managing full-cycle payroll and benefits.
• Demonstrated background processing payroll within a unionized workforce.
• Proven experience navigating Dayforce or equivalent enterprise-level HRIS systems.
• Deep technical proficiency as a Coordinator, Payroll & Benefits handling full-cycle payroll processing in unionized environments.
• Hands-on expertise using Dayforce software for payroll, benefits, and HRIS reporting functionality.
• Advanced knowledge of CRA regulations, Alberta Employment Standards, pension administration, and union collective agreement implementation.
• Advanced Microsoft Excel abilities for complex financial reconciliations, data manipulation, and report auditing.
• Outstanding communication, customer service, and interpersonal skills with a strong team-player mindset.
• Exceptional workload management skills, with the flexibility to thrive during both high-volume payroll deadlines and steady business periods.
