The Alcohol, Gaming, Fuel and Tobacco (AGFT) Division of Service Nova Scotia is the regulatory body charged with administering Part II of the Gaming Control Act, parts of the Liquor Control Act, and the Theatres and Amusements Act. The AGFT issues approximately 13,000 licenses annually, and provides in counter service to approximately 3,100 annually.

About Our Opportunity

Reporting to the Director of Investigation and Enforcement, the Senior Gaming Analyst provides operational leadership, technical expertise, and regulatory oversight for gaming investigations, compliance activities, and gaming technology within the province. The Senior Gaming Analyst supports the planning, development, implementation, and ongoing enhancement of policies, procedures, standards, and regulatory frameworks related to lottery schemes and gaming operations.

The Senior Gaming Analyst is responsible for supervising analytical and investigative staff, coordinating complex regulatory and technical activities, and providing subject matter expertise related to gaming systems, gaming integrity, cybersecurity, and emerging technologies. The role contributes to divisional planning, operational priorities, risk management, and strategic decision-making.

Lottery schemes include, but are not limited to, casinos, slot machines, Video Lottery Terminals, online gaming systems, electronic raffle systems, bingo, table games, lotteries, games of chance, and associated hardware, software, networks, and cloud-based technologies that may impact the integrity of gaming within the province.

Primary Accountabilities

Provide leadership for the division's gaming compliance, investigative, and technical oversight programs to ensure lottery schemes within the province operate in accordance with legislation, regulatory standards, and integrity requirements. Support divisional planning, operational priorities, resource allocation, and continuous improvement initiatives related to gaming regulation and enforcement.

Lead, supervise, and mentor staff engaged in regulatory, investigative, analytical, and technical activities. Establish operational priorities, assign work, monitor performance, provide technical direction, support staff development, and ensure consistency in investigative practices, inspections, reporting and regulatory decision-making.

Provide senior expertise and decision-making support related complex gaming investigations, integrity concerns, compliance matters, enforcement actions and emerging regulatory risks.

Lead and develop, implementation and ongoing enhancement of policies, procedures, technical standards and regulatory frameworks related to gaming systems, lottery schemes, investigations, compliance activities, and gaming integrity within the province.

Provide strategic oversight of compliance monitoring, audits, inspections and technical reviews related to casinos, video lottery terminals, online gaming systems, charitable gaming, electronic raffle systems, and other regulated lottery schemes. Identify emerging trends, integrity concerns, and operational risks requiring regulatory response or enhanced oversight.

Develop and maintain collaborative relationships with gaming operators, independent testing laboratories, law enforcement agencies, financial institutions, regulatory organizations, vendors, and other government agencies to support information sharing, regulatory consistency, compliance activities, and investigations involving gaming integrity or emerging technologies.

Prepare and present technical reports, briefing materials, risk assessments, recommendations, and policy analysis for senior management related to gaming integrity, regulatory compliance, operational risks, enforcement matters, and emerging gaming technologies.

Represent the division on internal and external committees, working groups and interjurisdictional initiatives related to gaming regulation, investigations, cybersecurity, compliance monitoring and technical standards.

Qualifications and Experience

To be considered for this opportunity, you are registered as a Professional Engineer (P.Eng.) and hold membership in good standing with Engineers Nova Scotia. You hold a Bachelor of Engineering in addition to a minimum of 6 years of related experience. You are registered with Engineers Nova Scotia as Licensed to Practice.

In addition, you hold extensive experience providing operational leadership, technical expertise, and regulatory oversight for investigations, and compliance activities. You also have experience in planning, developing, implementing, and enhancing policies, procedures, standards, and regulatory frameworks. .

In addition, you demonstrate:

· Strong leadership and communications skills

· Experience supervising staff

· A high degree of judgment and accuracy

· Strong interpersonal and relationship building skills

· Diplomacy, resourcefulness with a focus on clients

· Strong organizational skills and the ability to work with minimum supervision

· A professional attitude at all times.

The following would be considered assets: experience within the regulated areas of Liquor, Gaming, Smoke, Theatres and Amusement, and a good working knowledge of data spreadsheet and work processing software.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

The primary hours of work will be determined by the employer and the hours of operation of premises and events licensed by the Alcohol Gaming Fuel & Tobacco Division. Will include varied hours of shift work to include evenings, nights and weekends.

This is a full-time permanent position based in Dartmouth, Nova Scotia.

Pay Grade: PR 18

Salary Range: $3,547.06 - $4,171.42 Bi-Weekly
