ABOUT THE ROLE

Reporting to the Manager, Hydrology and Hydraulics this position is responsible for providing support in developing and implementing programs and projects that fulfil the Authority’s obligations and objectives in floodplain regulation, flood risk assessment, flood emergency preparedness, and sustainable management of water levels and flows.

This position supports in the development and review of hydrologic models, 1D hydraulic models, coupled 1D- 2D hydraulic models to estimate extent of flooding from spills especially in urban creeks. It also involves creating rating curves for complex long culverts and/or storage behind railway crossings or highways, in support of on-going floodplain mapping studies. Responsible for review of background reports to extract required information for setting up hydrology models such as land use, drainage pattern, SWM pond location, type, stage storage discharge curve, drainage area, imperiousness and method used in the report. It also participates as a flood duty officer, and, if required, participates in the Emergency Management System during a flood event, all of which support the flood forecasting and warning program, another core mandate of CVC.

SUMMARY OF MAJOR TASKS

Perform the following tasks under limited direction and supervision.

  • Support development, operation, and maintenance of new/existing hydrology and hydraulic models.
  • Prepare floodplain hazard and flood risk maps, including development and application of HEC-RAS models.
  • Assist in flood risk assessments and develop/manage a flood risk database.
  • Support in new/ongoing hydrology and floodplain mapping studies.
  • Maintain and run flood forecast models for the purpose of determining the anticipated location, timing, magnitude and duration of flooding and erosion concerns.
  • Contribute to CVC’s long‑term program of managing flood risk in the Credit River watershed.
  • As needed, provide support to CVC planning staff in the use and interpretation of hydrology & hydraulic models submitted by third parties as part of development applications.
  • Assist in preparing project terms of reference and provide support to consultant studies.
  • Assist in the development of CVC’s flood forecasting & warning tools on real‑time hydrometric network, including development and update of existing flood vulnerable structure database.
  • Liaise with professionals in neighboring CAs, the Province and the federal government for the purposes of harmonizing and improving policies and programs.
  • Maintain excellent client services (both internally and externally) through application of effective interpersonal and communication skills.

QUALIFICATIONS

  • University degree in Water Resources Engineering or related field
  • 3-5 years Hydrology and Hydraulic modeling experience and applied computer knowledge
  • Membership or eligibility for C.E.T or P. Eng. is an asset.
  • Demonstrated ability to plan and carry out projects including working in teams, problem solving, analyzing data, and preparing reports, memos, presentations, and other documents.
  • Strong working knowledge and understanding in rainfall‑runoff analysis and modeling, storm water drainage system deriving, modifying, and applying hydrologic and hydraulic computer models and associated database management systems for the protection and management of surface waters at small catchment and watershed scales.
  • Experienced in the application of various models and software’s such as Visual Otthymo, HECRAS, HECHMS, ArcGIS, Global Mapper, and AutoCAD.
  • Familiarity with CA and provincial policies, guidelines and procedures for flood forecast and warning, floodplain management, and stormwater control.
  • Strong oral and written communication skills
  • Ability to work independently, multi‑tasking and high attention to detail.
  • Strong project coordination skills including scheduling meetings, meeting preparation, and follow‑up for action items.
  • Effective computer skills in MS Office; Word, Excel, Outlook, and PowerPoint
