As a Director, Government Relations & Corporate Affairs for PCL Constructors Inc. in Edmonton, Alberta (Corporate), you will lead the organization’s engagement with government, public institutions, and strategic external partners. This role ensures the organization is positioned effectively within the political, regulatory, and corporate landscape — advancing organizational priorities, mitigating risks, and shaping the environment in which leadership operates.

Reporting to the Vice President, Marketing, Communications, Strategy, and Public Affairs, this role serves as the primary advisor to the Executive Director and CEO on government strategy, public policy, political dynamics, and corporate reputation. The Director oversees the development of executive papers, strategic briefs, and executive decision-support materials, ensuring leadership receives clear, actionable intelligence.

Responsibilities

  • Builds and maintains relationships with elected officials, senior bureaucrats, and political staff, positioning the organization as a trusted, credible partner in policy and program discussions.
  • Anticipates political shifts and advises leadership on strategic implications, while developing and executing annual and multi-year government engagement plans.
  • Produces executive papers, briefing notes, and decision decks that provide senior leadership with high-quality strategic advice.
  • Supports leadership in preparing for high-stakes meetings and public engagements by providing advice on political risks, reputational considerations, and government expectations.
  • Manages relationships with industry partners, associations, and corporate stakeholders, ensuring alignment between government relations, communications, and corporate strategy.
  • Leads external messaging on policy, economic impact, and organizational priorities, and supports crisis communications and reputational risk management.
  • Gathers inputs from policy, economic analysis, operations, legal, and communications teams to develop unified executive-ready recommendations and materials.
  • Oversees internal processes for government submissions, briefings, and reporting, ensuring leadership receives timely, accurate, and strategically aligned information.
  • Oversees policy scans, legislative monitoring, regulatory analysis, economic modeling, and fiscal impact assessments to support strategic decision-making.
  • Maintains early warning systems for emerging political and economic risks and ensures government engagement is grounded in evidence and strategic insight.
  • Develops strategic frameworks and identifies long-term political, regulatory, and economic trends to support organizational strategy and decision-making.
  • Advises on organizational positioning, advocacy priorities, and external strategy, and supports leadership in multi-year planning and corporate affairs strategy.
  • Drafts speeches, talking points, government correspondence, and executive-level communications for internal and external audiences, ensuring consistency of tone, accuracy, and alignment with organizational priorities.

Qualifications

  • A bachelor’s degree or higher in public policy, political science, law, economics, communications, or a related field.
  • 15+ years of progressive experience in government relations, public affairs, policy, advocacy, corporate affairs, or related fields.
  • Strategic political thinking skills, with the ability to anticipate political dynamics and align organizational strategy accordingly.
  • Analytical and strategic rigor, with comfort navigating complex policy, economic, and political environments.
  • Executive communication skills, with the ability to produce concise, persuasive, and decision-oriented writing.
  • High-level stakeholder engagement skills, with established relationships and the ability to build trust and influence outcomes with senior government officials, corporate leaders, and other stakeholder groups.
  • Political and reputational acuity, including an understanding of the political, regulatory, and reputational context surrounding organizational decisions.
