As an Indigenous Relations Manager for PCL Constructors Inc. in Western Canada, you’ll have the opportunity to strengthen meaningful partnerships with Indigenous communities, support reconciliation efforts, and help create long-term economic, workforce, and community benefits through collaboration, trust, and shared success.

The position may be based in any of our Western Canada offices, including Calgary, AB; Edmonton, AB; Saskatoon, SK; Regina, SK; Winnipeg, MB; and Richmond, BC, with a strong preference for candidates located in, or willing to relocate to, Edmonton, AB or Richmond, BC.

Here's how an Indigenous Relations Manager for PCL Constructors Inc. within Western Canada contributes to our team:

Responsibilities

  • Provides regional insight into Indigenous communities, governance structures, and cultural context to inform engagement strategies rooted in respect and reconciliation.
  • Supports project teams in understanding local capacity, workforce availability, training pathways, and community priorities, ensuring approaches reflect regional realities and relationship considerations.
  • Develops and strengthens relationships with Indigenous communities through consistent, transparent, and respectful engagement practices.
  • Supports pursuits and project execution by adapting PCL frameworks, tools, and templates to reflect regional conditions, community feedback, and relationship commitments.
  • Assists in the development and evaluation of Indigenous participation plans that are inclusive and aligned with project requirements and community priorities.
  • Identifies opportunities to work with Indigenous businesses and suppliers, supporting procurement approaches that enable long-term economic participation and relationship continuity.
  • Connects project teams with Indigenous organizations and partners that support training, employment, and workforce development, strengthening pathways for sustained participation.
  • Provides guidance on Indigenous participation requirements for federal, defence, and Crown-led projects, aligning compliance requirements with meaningful engagement and partnership outcomes.
  • Supports communications and positioning related to Indigenous engagement, ensuring messaging reflects commitments to reconciliation, transparency, and collaboration.
  • Provides practical guidance to project teams on fostering inclusive and culturally respectful workplaces that support retention, cultural safety, and positive long-term workforce relationships.

Qualifications

  • Post-secondary education in Indigenous Studies, Community Development, Public Administration, Business, Human Resources, Social Sciences, or a related discipline; an equivalent combination of education and experience will be considered.
  • Demonstrated understanding of Indigenous governance, community structures, engagement protocols, and cultural context within Western Canada.
  • Experience supporting Indigenous participation across workforce, procurement, and community partnership that reflects reconciliation principles.
  • Proven ability to support pursuits, project planning, and project delivery while fostering long-term relationships with Indigenous communities and partners.
  • Experience working across multiple projects, stakeholders, or teams in a dynamic environment.
  • Ability to represent the organization effectively with Indigenous communities, partners, clients, and industry stakeholders.
  • Strong communication, facilitation, and relationship-building skills.
  • Demonstrated cultural awareness and commitment to respectful collaboration and advancing reconciliation.
  • Willingness and ability to travel throughout Western Canada as required.
  • Working knowledge of Microsoft Office Suite and a strong interest in adopting new technology.
