Job description

Our client is a leading North American manufacturer serving the construction and infrastructure industries with a strong commitment to safety, operational excellence, and employee development. With operations spanning multiple locations, they are seeking an experienced Human Resources Manager to support business leaders across British Columbia and the Pacific Northwest.

This is an exciting opportunity for a strategic HR professional who thrives in fast-paced, operational environments and brings significant experience supporting unionized workforces. The successful candidate will act as a trusted advisor to leadership, providing guidance across all areas of human resources while partnering closely with operations to support business growth and employee engagement.


Position Overview

Reporting to senior leadership, the Human Resources Manager will provide strategic and hands-on HR support across multiple manufacturing and construction materials operations. This role will lead a broad range of HR initiatives including employee and labour relations, talent management, organizational development, recruitment, performance management, compensation, and workforce planning.

A significant focus of this role is supporting a heavily unionized workforce, making previous experience working within complex union environments essential. The successful candidate will be comfortable interpreting collective agreements, managing grievances, conducting workplace investigations, supporting negotiations, and partnering with Labour Relations to develop proactive labour strategies.

This position requires a collaborative HR leader who can build strong relationships with operations while balancing employee advocacy, legislative compliance, and business objectives.


Key Responsibilities

  • Partner with operational leaders to deliver strategic and day-to-day human resources support across multiple locations.
  • Serve as the primary HR resource for employee and labour relations, providing guidance on investigations, conflict resolution, performance management, discipline, and policy interpretation.
  • Work closely with Labour Relations on grievance management, collective agreement administration, negotiations, arbitration support, and labour strategy.
  • Build trusted relationships with union representatives while fostering productive labour-management partnerships.
  • Support managers with workforce planning, organizational development, succession planning, coaching, and employee development initiatives.
  • Lead recruitment and selection activities in partnership with the talent acquisition team.
  • Oversee onboarding, orientation, and training initiatives to support employee success.
  • Coordinate the full performance management cycle, including goal setting, development planning, coaching, and annual reviews.
  • Administer compensation programs, job evaluations, salary reviews, and annual incentive processes.
  • Monitor HR metrics and prepare reports to support operational decision-making and continuous improvement initiatives.
  • Ensure compliance with employment legislation, company policies, collective agreements, and health and safety standards.
  • Promote a positive workplace culture centered on collaboration, accountability, inclusion, and continuous improvement.


Qualifications

  • Bachelor's Degree in Human Resources, Business Administration, or a related discipline.
  • 7–10 years of progressive Human Resources experience, including experience as an HR Business Partner or HR Manager supporting operational environments.
  • Extensive experience supporting unionized workplaces is essential. Candidates should have demonstrated success working with collective agreements, grievance management, workplace investigations, progressive discipline, labour strategy, and collective bargaining support.
  • Strong knowledge of provincial employment legislation and labour relations practices.
  • Experience supporting organizational development, change management, succession planning, and talent management initiatives.
  • Strong leadership, coaching, negotiation, and relationship-building skills.
  • Comfortable working within manufacturing, industrial, construction, aggregates, or similar operational environments.
  • Strong analytical and organizational skills with experience utilizing HR metrics to support business decisions.
  • Proficiency with Microsoft Office and HRIS platforms such as SuccessFactors or similar systems.
  • CPHR designation (or working toward one) is considered an asset.
  • Ability and willingness to travel approximately 40% throughout British Columbia and the Pacific Northwest.
