Financial Recovery Coordinator

Human Services Social Development Planning and Partnerships

Status: (2) Regular Full Time & (1) Temporary Full Time - up to 6 months

Salary Range: $40.75/hour - $48.65/hour ($74 170 - $88 535 per annum)

Who we are: The Social Development Planning and Partnerships division works collaboratively with our community partners and multiple divisions within the Human Services department to enhance effective service delivery identify gaps in services and efficiencies and plan influence and create solutions that positively impact the residents of Peel. We achieve this through program priorities including Poverty Reduction Community Investment and Community Safety & Well-being. We provide services such as research analysis data analytics technology recoveries appeals eligibility review business and policy support training and development planning evaluation continuous improvement document services and project expertise.

What you will do in this role: As the Financial Recovery Coordinator you will ensure that the revenue owed to all Human Service programs as a result of an assignment and/or overpayment is received by contacting past clients as well as Third Party Agencies. You will receive and post all repayments and reimbursements in accordance with governing legislation and policies using computers and mainframe systems and maintain accurate records of all transactions.

What you will do in this role:

  • Provides written and verbal explanations of files and transaction summaries to participants regarding their overpayments payment history and/or assignments.
  • Conducts interviews/reviews with participants and third parties to convey information and make arrangements for repayment of their assignments overpayments and arrears.
  • Prepares and provides various letters and financial statements to clients to ensure that they have an accurate record of their account balance.
  • Identifies and escalates complex overpayments/arrears related issues to the Supervisor implementing appropriate resolution as required
  • Review and process assignment/funeral forms and where necessary liaises with appropriate program area staff regarding the status of these forms.
  • Enters all assignment information on an applicable database system. Pursue action and monitor the status of assignment/funeral to maximize financial recovery.
  • Liaises with various internal and third-party external agencies representing the participant to verify/exchange information.
  • Receives; processes and maintains accurate records of all repayments and reimbursements for the Region of Peel Finance Department and the ministry of Community and Social Services.Ensures all reimbursements and repayments are recorded accurately on both the program specific technology as well as an independent database to ensure the accuracy for Corporate Finance; Process general ledger and journal entries as required with Supervisor approval.
  • Deposits all cheques and/or money orders through Royal Bank
  • Calculate and offer assignment repayments to the Region for lawyers insurance companies private companies and other third parties.Process and follow-up on incoming legal bankruptcy/consumer proposal documents ensuring compliance with applicable regulations.
  • Reviews accounts based on legislation for potential refunds of excess repayments due to clients and third parties and makes recommendations based on analysis.
  • Write off participant overpayments at the request of the program or according to legislation.
  • Manages financial records related to arrears overpayments and reimbursements under the Ontario Works Act and Family Responsibility Support Arrears Enforcement Act by collecting and reviewing financial data determining/reconciling discrepancies and ensuring accurate case management of assignments and cancellations.
  • Liaises with the Family Responsibility Office (FRO) and internal staff to exchange client/payor information process reimbursements and resolve discrepancies for FRO files prior to 2017.
  • Actions FROs initial support deduction notices to activate garnishment for OW recipients.
  • Review and explain T5 requests from OW clients
  • Generate and send tax receipts to clients
  • Maintains monthly statistical records as required.
  • Maintains and update independent database by ensuring that all client information is up to date and accurate.
  • Attends mandatory staff training to update and review procedures and policies attends staff meetings as required.
  • Identify and support the development of new and existing business procedures when inefficiencies are discovered.
  • Acts as a resource specialist on financial transactions collection of overpayments and the completion of various assignments documents.
  • Works in a team environment and provides back up services to co-workers provides information and orients new staff on the Recoveries Team.
  • Other related duties as required.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted)
  • Completion of 2 year post secondary diploma in business administration accounting finance or a related field plus 2 years of job-related experience in an accounts receivable/payable financial or human services role.
  • Sound knowledge of computer applications such as but not limited to MS Office OCCMS CSPay SalesForce SAMS FRO Database.
  • Working knowledge of SDMT RBC Express ERP als.
  • Knowledge of WSIB Service Canada CPP OAS GIS EI and FRO requirements and processes
  • Working knowledge of the applicable legislation for all Human Services programs.
  • Specific knowledge of social assistance programs social services community resources

  • Interpersonal skills for effective liaison with other staff division departments the public community agencies and
    politicians in a sensitive and effective manner.
  • Mathematical/accounting skills to ensure accuracy of overpayments underpayments arrears and/or repayments.
  • Analytical and problem-solving skills to review all data to ensure correct past and/or present transactions.
  • Communication skills both verbal and written with proficiency in English.
  • Time management organizational skills to prioritize a variety of different projects within time constraints and
    deadlines.
  • Ability to adapt to technology changes (software/computer programs policy changes).
  • Research and analytical skills to gather and analyze data.
  • Sensitivity towards cultural diversity of applicants/participants.
  • Interpersonal skills (oral and written) to communicate with a variety of audiences to exchange and provide information in a sensitive and effective manner as necessary

Preference will be given to qualified candidates who are currently in the bargaining unit. This position is a bargaining unit position represented by CUPE Local 966. Continuous employment is not guaranteed and may be subject to layoffs as outlined in the Collective Agreement Article 15.

Work Mode & Job Location: In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected with additional in-person presence as operational needs evolve.
