Department: Enterprise Projects and Portfolio Mgmt

As a Manager – Government Relations and Programs within our Enterprise Projects and Portfolio Mgmt Department, you will be responsible for leading the Service’s government relations function and the integrated delivery of strategic programs and innovation initiatives. They serve as the Service’s lead for building and sustaining relationships across municipal, regional, provincial, and federal governments. They manage and direct a portfolio of programs to define intergovernmental priorities, funding opportunities, and advocacy platforms to strengthen policing operations, enhance community safety, and improve service delivery.

What will your typical day look like?

  • Leads the government relations and programs portfolio, managing staff, budgets, and priorities; provides mentorship and professional development; fosters a culture of creativity, accountability, equity, and inclusion; and builds internal and external partnerships to achieve shared goals; identifies and evaluates funding opportunities aligned with strategic priorities, and manages the end-to-end grant application process, including proposals, budgets, documentation, approvals, and submissions.
  • Advances programs and innovation as one integrated function, translating government priorities and secured funding into enterprise-wide modernization initiatives that support the Service’s strategic objectives and policing priorities.
  • Monitors and advises Police Executive Leadership on legislative developments, policy directions, funding announcements, and intergovernmental initiatives affecting the Service, and recommends response strategies.
  • Represents the Service in intergovernmental forums, working groups, and consultations, and prepares briefing notes, position papers, and submissions for government and oversight bodies.
  • Oversees program sustainability from design, implementation, monitoring, and benefits realization, ensuring governance, performance measurement, and outcomes reporting meet public accountability and funder requirements.
  • Establishes frameworks, standards, and reporting for key initiatives; provides regular updates to Police Executive Leadership, the Police Services Board, and other oversight bodies; ensures compliance with legislation and government directives; and champions responsible use of public funds with transparency and measurable outcomes.
  • Partners with sworn officers, civilian staff, all orders of government, community organizations, and vendors to design and deliver programs that meet operational and community needs. Maintains and builds relationships with other police services and third parties to share knowledge and adopt leading practices.
  • Performs additional duties as assigned.

Enough about us, lets talk about you

You are someone with:

  • A University Degree in Public Administration, Political Science, Business Administration, Public Policy, Public Safety/Justice Studies, or a related field, or an equivalent combination of education and experience
  • A minimum of five (5) years of progressive experience in government relations, public policy, and grant management preferably in a public-sector or policing environment with at least three (3) years in a leadership role.
  • Proven relationship-building, negotiation, and stakeholder-management skills, with the demonstrated ability to influence and build consensus among government, community, and internal partners.
  • Excellent written and verbal communication skills, including preparing briefing notes, position papers, and submissions for senior government and executive audiences.
  • Solid knowledge of public safety practices, police operations and the policing environment, including the legislation that governs policing in Canada.
  • Knowledge of program and project delivery practices, including governance, performance measurement, benefits realization, and change management.
  • Knowledge and experience in government structures, legislative and budget processes, and decision-making across municipal, regional, provincial, and federal levels.
  • Expert ability to develop grant applications and funding proposals and to manage grant agreements, reporting, and compliance.
  • Exceptional leadership, team-building, and coaching skills.
  • Demonstrated experience directing initiatives, including program governance, performance measurement, and change management.
  • Demonstrated experience developing and maintaining relationships with elected officials and government staff and advancing legislative or funding interests.
  • Demonstrated experience securing and administering grants and managing funder relationships and reporting obligations.
  • Skilled communicator with experience presenting to executive leadership and oversight bodies (e.g. Police Services Board), and knowledge of public-sector governance requirements.

What we offer

The salary range for this permanent, full-time position is $165,932.00 to $196,490.00 per annum. Please note that this vacancy is a newly budgeted position.

Peel Regional Police offers a highly competitive compensation package; applicants will be considered for the top end of the range ($181,212.00 - $196,490.00) based on experience. The salary is complemented with a comprehensive benefit program, including employer-paid Health/Dental and Life Insurance; and the OMERS Pension Plan effective upon hire.

This position DOES NOT allow for remote working arrangements.
