Classification/Salary: Excluded Band 3: Position starts at $87,065 to $108,832 annually
Team: Accounts Payable
Reports to: Director, Accounting Services and Controller
Location: Head Office (Hybrid - 4 days a week in office)

The Role:

As the Manager, Financial Controls and Payment Services at CLBC, you will play a key role in driving efficiency and accuracy within our Accounts Payable operations. Leading a dedicated team, including the Associate Managers and Accounts Payable Clerks, you'll be responsible for developing, implementing, and maintaining financial systems and procedures that ensure strong financial controls, timely and accurate payments and recoveries, compliance with reporting requirements, and effective management of the Authority's assets.

Responsibilities include:

  • Collaborates with Finance leadership to plan, initiate, execute, and complete cross-functional and department projects that aim to enhance the efficiency and accountability of Accounts Payable processes
  • Maintains relationships and provides a high level of customer service with internal and external stakeholders
  • Resolves complex banking issues/concerns relating to payments to suppliers
  • Ensures data integrity and operational effectiveness of key AP systems, including Purchase Orders, AP modules, and Supplier Master Maintenance within the corporate accounting system
  • Manages and audits financial transactions to ensure accuracy, consistency, and compliance with relevant regulations and internal controls
  • Develops and revises accounting policies and systems related to contracts and administrative payments, ensuring alignment with evolving organizational needs and best practices
  • Leads and conducts complex financial analysis, providing key insights to CLBC leadership to support strategic decision-making
  • Monitors the performance of financial and business systems (e.g., accounts payable, procurement), identifying gaps and recommending improvements to enhance system efficiency and integrity

As a people leader, you will supervise, recruit, train, coach and manage the performance of direct reports. This includes regular one-on-ones, offering guidance and support, as well as professional development opportunities. You delegate, prioritize, and distribute the workload of direct reports, including providing follow-up and re-distribution as needed, conduct performance evaluations and lead and manage performance, goal setting, development, recognition, and the allocation of resources. You will model positive, collaborative behaviours in all team and cross-departmental interactions.

This role requires:

  • Broad knowledge of generally accepted accounting principles, financial, administrative and contract management, audit and program evaluation principles and practices
  • Demonstrated ability in planning, monitoring, analyzing, and reporting expertise
  • Comprehensive technical expertise, process management, analytical skills, and business acumen
  • Advanced technical computer skills in spreadsheet and database usage
  • Excellent critical thinking, analytical and evaluation skills
  • Demonstrated ability to solve complex problems strategically and creatively within a dynamic and changing environment
  • Excellent interpersonal skills, including tact, diplomacy, integrity, and patience

Qualifications:

  • Minimum of 7 years' direct experience in an Accounts Payable role
  • A diploma or bachelor's degree in finance, Accounting, Business, or a related field
  • Enrollment in a CPA program/ designation will be an asset
  • Minimum 4-5 years of experience managing teams and leading AP function in an unionised environment.
  • Direct experience in developing and managing project budgets and expenditures
  • Direct experience reviewing and analyzing multi-faceted policy and/or program/funding issues, assessing options, and developing related information reports
  • Experience in a public sector organization is an asset
