About Our Opportunity

We are seeking a detail-oriented and analytical Planner to support the master planning and long-term development of institutional, government, defence, and commercial campuses. The successful candidate will leverage asset management data, infrastructure information, demographic trends, and facility condition assessments to evaluate existing campus assets, identify opportunities for improvement, and develop practical planning solutions that support organizational objectives.

This role requires a strategic thinker who can analyze complex information, prepare campus planning studies and master plans, facilitate stakeholder engagement, and collaborate with multidisciplinary design teams to deliver integrated planning solutions. Canadian planning experience, particularly within institutional or government environments, is considered a strong asset.

Primary Responsibilities

Your responsibilities will include:

Master Planning & Analysis

  • Analyze asset management data, facility condition assessments, infrastructure inventories, space utilization data, demographic information, and operational requirements to identify planning opportunities and recommend practical solutions.
  • Develop master plans, facility planning studies, land use strategies, and long-term infrastructure planning recommendations.
  • Evaluate existing campus infrastructure and facilities to support future growth, flexibility, modernization, and capital investment decisions.
  • Prepare planning reports, technical analyses, and recommendations that align with client objectives and applicable planning policies.

Policy Development

  • Develop and maintain planning policies, master planning guidelines, and long-term growth strategies that support sustainable and efficient campus development.
  • Assist clients in integrating asset management strategies into long-term planning initiatives.

Stakeholder Engagement

  • Plan, organize, and facilitate stakeholder engagement sessions, workshops, interviews, and consultation meetings with clients, facility users, government representatives, communities, and other interested parties.
  • Gather stakeholder input, document findings, and incorporate responses into planning recommendations.
  • Present planning studies, reports, and recommendations to clients and senior decision-makers.

Data Analysis & Research

  • Compile and analyze demographic, operational, environmental, infrastructure, and asset management data to support evidence-based planning decisions.
  • Conduct research into planning trends, best practices, applicable legislation, and emerging technologies.

Multidisciplinary Collaboration

  • Collaborate with architects, engineers, and other technical professionals to develop integrated planning solutions.
  • Coordinate planning activities with infrastructure, transportation, sustainability, and facility planning initiatives.

Project Delivery

  • Support project management activities including scope development, scheduling, client coordination, report preparation, and quality assurance.
  • Assist in business development activities including proposal preparation and client presentations.

Qualification

  • Master’s degree in Planning or a closely related discipline.
  • Minimum 3-5 years of professional planning experience, preferably involving campus planning, institutional planning, infrastructure planning, or asset management.
  • Canadian planning experience is considered a significant asset.
  • Experience with Geographic Information Systems (GIS) such as ArcGIS.
  • Strong analytical skills with the ability to interpret asset management information, infrastructure data, and demographic datasets.
  • Experience preparing planning reports, master plans, and technical documentation.
  • Proficiency with Microsoft Office and planning-related software.
  • Excellent written, verbal, presentation, and facilitation skills.
  • Demonstrated experience leading stakeholder engagement sessions and building consensus among diverse stakeholder groups.
  • Familiarity with Canadian planning legislation, provincial planning frameworks, and municipal planning processes.
  • Knowledge of the Halifax Regional Municipality and Nova Scotia planning legislation is considered an asset.
  • Eligibility for or membership in the Canadian Institute of Planners (CIP) and eligibility for registration with the Licensed Professional Planners Association of Nova Scotia (LPPANS) is preferred.

Note: All successful applicants must meet requirements to obtain a minimum of Reliability Status clearance through the Canadian Industrial Security Directorate (CISD) within 6 months of start date.
