Duties
The Capital Program Manager with the Asset Management Team oversees a portfolio of engineering design and construction projects, asset investment plan development, stakeholder management, and providing technical expertise for recapitalization, rehabilitation, and repair of Jasper National Park and Fort St. James National Historic Site assets.Reporting to the Asset Manager, the Capital Program Manager will oversee project managers and coordinators. Duties include managing and guiding JFU capital projects, adhering to the Parks Canada Project Management Standard, from conceptual phases through to construction close-out, encompassing campgrounds, visitor and operational facilities, roads, linear infrastructure, and bridges.The role also entails developing short and long-term capital investment plans aligned with Parks Canada and Jasper Field Unit priorities and asset management principles, and resolving project management and contractual matters with contractors and consultants.

Join the Asset Management team in Jasper National Park and help care for some of Canada’s most valued natural and cultural places. This position is based at the Parks Canada operations compound in the Town of Jasper, Alberta, and combines strategic program leadership, team supervision and technical project management.As Capital Program Manager, you will lead a diverse portfolio of infrastructure projects involving campgrounds, visitor and operational facilities, roads, linear infrastructure and bridges. You will work closely with multidisciplinary Parks Canada teams, consultants, contractors and stakeholders, guiding projects from planning and design through construction and close-out.The work takes place in a dynamic environment where priorities may change in response to operational needs, emerging issues and unforeseen events. The position is primarily office-based at the Parks Canada operations compound in Jasper, with occasional project-site visits as required.Through your leadership of capital programming in Jasper National Park and Fort St. James National Historic Site, you will support Parks Canada’s mandate to protect and present Canada’s natural and cultural heritage for present and future generations. Conditions of employment

Valid Class 5 driver's license or provincial equivalent.

Operational Requirements

• Willingness to wear a Parks Canada uniform and personal protective equipment.
• Willingness and ability to comply with Parks Canada occupational health and safety requirements.
• Willingness and ability to work outdoors, around maintenance/construction activities, in inclement weather and on uneven terrain while using required personal protective equipment.
• Willingness to take and maintain training, certifications or operator requirements necessary to safely access sites and perform assigned duties.
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays.

EDUCATION:
A secondary school diploma, or an acceptable combination of education, training and/or experience.

EXPERIENCE:EX1: Experience in planning, implementing, and leading large-scale projects for contemporary and/or heritage-built assets, including creating project management documents such as statements of work and project charters, while adhering to best practices in project management, risk management, and project performance evaluation.EX2: Experience managing and reviewing the work of external consultants and contractors to ensure high-quality output and adherence to professional standards.EX3: Experience managing or supporting project financial resources, including budgets, estimates, schedules, contractor payments, or cost tracking; and experience supervising, coordinating, mentoring, or providing technical direction to staff, consultants, contractors, or multidisciplinary teams.

KNOWLEDGE:
K1: Knowledge of engineering analysis and design principles for infrastructure and facility projects.
K2: Proficiency in project management principles and practices.
K3: Knowledge of current building codes, standards, and/or construction methods for facility and infrastructure projects.

ABILITIES:
A1: Proficiency in analyzing complex technical information, including drawings and specifications and field conditions, to provide actionable direction and strategic advice for senior management decision-making.
A2: Expertise in handling complex project management issues, resolving performance and contracting disputes with consultants and contractors.
A3: Ability to manage multiple high-profile projects simultaneously with cross-functional teams, balancing diverse stakeholder interests.
A4: Strong communication skills, capable of effectively preparing and presenting technical specifications, reports, and briefings, alongside proficiency in standard software tools for word processing, databases, and spreadsheets.

ASSET EDUCATION:
AE1: Graduation with a degree or diploma from a recognized Canadian university or college with an acceptable specialization in civil engineering, mechanical engineering, construction management, or a related technical or engineering specialty relevant to the position.AE2: Possession of a provincial designation such as an Applied Science Technologist (AScT), Certified Technician (C. Tech.), Certified Engineering Technologist (C.E.T.), Engineer in Training (EIT), Professional Engineer (P.Eng.), or Architect.
Education Criteria:
• Candidates with a degree in engineering, architecture, or a related technical field, and with or eligible for a relevant professional designation, should have at least five (5) years of relevant experience within the last seven (7) years.
• Candidates with a technical diploma in engineering, architectural technology, construction, or a related field, and with or eligible for professional certification, should have at least six (6) years of relevant experience within the last eight (8) years.
• Alternatively, candidates may demonstrate an acceptable combination of education, training, and at least ten (10) years of applicable experience within the last twelve (12) years.
