The Sector Capacity and Performance (SCP) team advances a more efficient, effective, and sustainable health care system in Ontario through system planning, funding, performance, and accountability. Working across hospitals, home and community care, Ontario Health Regions, and the Ministry of Health (MOH), SCP supports integrated, equitable, and patient-centred care across the province.

A key focus for the team is advancing Ontario Health’s integration agenda for Integrated Community Health Services Centres (ICHSCs), improving access to care closer to home, reducing wait times in underserved areas, and supporting timely access to clinically recommended services.

Reporting to the Director, Sector Capacity and Performance Management Strategy, the Advisor will lead high-impact initiatives within the ICHSC and Performance Management portfolio, including both existing and newly operational ICHSCs funded through Transfer Payment Agreements. In partnership with MOH, Ontario Health Regions, and internal portfolios, this role will drive work across operations and administration, performance and accountability, system and digital integration, quality improvement, clinical program alignment, and sector strategy.

This is an opportunity for a strategic, collaborative leader to influence provincial health system priorities, build trusted partnerships, and shape the successful integration and oversight of ICHSCs within Ontario’s broader health system.

The Advisor will develop strategic roadmaps, tools, implementation plans, and performance indicators to monitor progress, measure outcomes, and proactively manage risks.

The successful candidate will be a strong individual contributor who can independently lead complex initiatives while producing high-quality strategic materials, briefing notes, presentations, and reports for senior audiences.

Here is what you will be doing:

Key responsibilities

• Lead large-scale, high-impact health system initiatives across Ontario Health portfolios, Ontario Health Regions, MOH branches, and external partners to align goals, priorities, and deliverables.

• Chair and support cross-functional working groups to advance ICHSC strategic priorities, resolve issues, and achieve measurable outcomes.

• Build trusted relationships with ICHSC operators, health system partners, and senior stakeholders to foster collaboration and alignment.

• Develop strategic roadmaps, implementation plans, performance indicators, and reporting processes to track milestones, outcomes, accountabilities, and risks.

• Advance operational, administrative, performance, accountability, resource, and financial planning processes that support ICHSC integration and oversight.

• Provide strategic advice, mentorship, and guidance to portfolio partners on complex initiative leadership, change management, stakeholder engagement, and system alignment.

• Monitor emerging health system issues, risks, trends, and opportunities, and advise on implications for Ontario Health priorities, integration, and capacity optimization.

• Prepare executive-level briefing materials, presentations, reports, and recommendations, and lead meetings with internal and external senior stakeholders.

Here is what you will need to be successful:

Education and Experience

• Demonstrated experience leading complex, cross-sector initiatives, including the development and implementation of new or revised system processes.

• Graduate or Master’s degree in a relevant field such as business administration, health administration, or a regulated health profession.

• Minimum of 10 years of experience influencing, implementing, or advancing health system policy and/or strategy at a provincial or system level, including at least 8 years leading major initiatives.

• Demonstrated success working collaboratively across diverse stakeholder groups to establish consensus and drive alignment.

• Experience engaging with senior executives, clinical leaders, and government partners in complex organizational environments.

• Prior knowledge and experience with ICHSCs is considered an asset.

Technical Knowledge & Skills:

• Extensive knowledge and experience leading large-scale, sector-wide health system initiatives.

• Expertise in managing high-profile, complex initiatives with a high degree of independence and accountability.

• Deep understanding of the Ontario health care system, including health system structure, governance, and policy environment.

• Strong stakeholder engagement, facilitation, negotiation, and consensus-building skills.

• Experience leading senior-level working groups involving government, health service providers, professional associations, consultants, and system partners.

• Demonstrated ability to operate effectively in ambiguous, fast-paced environments while proactively seeking clarity, alignment, and actionable direction to support informed decision-making and execution.

• Strong political acuity and judgment in navigating complex stakeholder environments, building strategic relationships, and advancing initiatives with diplomacy, credibility, and influence.

• Excellent verbal and written communication skills, including the ability to develop concise, executive-level materials and presentations.
