Department: Information Technology

Location: Essex County - Administration Building (Essex)

Salary Band: Band 6 | Non-Union | 35 Hours/Week

Compensation Range: $101,320 - $124,394

Vacancy Status: This is a permanent full-time position.

What You’ll Do

Project Management and Leadership

  • Plan, execute, monitor, and oversee complex technology projects to ensure delivery aligns with approved scope, schedule, and budget.
  • Coordinate project activities, monitor milestones, and proactively manage project risks, issues, and dependencies.
  • Provide leadership and accountability throughout the project lifecycle while promoting standardized project management practices.

Project Management Office (PMO) Leadership

  • Support the development and ongoing operation of the County's Project Management Office.
  • Establish project intake, evaluation, prioritization, and governance processes.
  • Facilitate project governance meetings and provide accurate portfolio reporting to support organizational decision-making.

Resource and Capacity Planning

  • Develop and maintain resource management and capacity planning practices across the project portfolio.
  • Monitor resource utilization and forecast future project resource requirements.
  • Collaborate with leadership to balance project demand with available resources.

Project Planning, Governance and Performance Management

  • Standardize project planning methodologies, documentation, reporting, and governance practices.
  • Administer Project and Portfolio Management (PPM) tools and develop dashboards, KPIs, and portfolio reporting.
  • Monitor project performance and support benefits realization across strategic initiatives.

Digital and Physical Asset Transformation

  • Support governance and lifecycle planning for digital and physical technology assets.
  • Assist with long‑term technology planning and budget management related to technology assets.

Stakeholder Engagement and Organizational Change

  • Build strong relationships with business stakeholders across the organization.
  • Develop communication strategies and support organizational change management initiatives.
  • Coordinate transition planning, end‑user training, and adoption activities to ensure successful implementation of new technology solutions.

What You Bring

Education and Commitment to Growth

  • University degree in Computer Science, Business, Engineering, or a related field
  • Project Management Professional (PMP) certification

Experience and Expertise

  • Minimum of three (3) years of progressive experience in project and portfolio management.
  • Demonstrated experience conducting workplace investigations and supporting employee and labour relations matters.
  • Experience supporting organizational development initiatives, leadership development, policy development, and organizational Experience leading enterprise technology projects from initiation through implementation.
  • Experience supporting digital transformation initiatives.
  • 3–5 years of experience in resource and capacity planning.
  • Minimum of two years administering Project and Portfolio Management (PPM) tools.
  • Municipal or public sector experience is considered an asset.
  • Experience providing project leadership, coordination, or mentoring is considered an asset.
  • Municipal sector experience is considered an asset.

Skills and Abilities

  • Strong knowledge of project management methodologies, governance frameworks, and portfolio management.
  • Demonstrated experience with Project and Portfolio Management software.
  • Strong analytical, planning, organizational, and problem‑solving skills.
  • Excellent interpersonal and relationship‑building abilities.
  • Outstanding written and verbal communication skills with the ability to communicate complex technical concepts to non‑technical audiences.
  • Strong understanding of business analysis principles and project management practices.
  • Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) standards.
  • Understanding of information privacy, cybersecurity, and technology governance.
  • Ability to manage multiple competing priorities in a fast‑paced environment.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.

Other Requirements

  • A valid Class “G” Ontario driver’s license and access to a reliable personal vehicle for work‑related purposes.
  • Ability to provide a Ministry of Transportation Driver Abstract (successful candidate will provide driver’s license number and the employer will run the abstract)
  • Must provide a Police Information Check (PIC) (successful candidate will provide a completed PIC).
