Overview

Mn Management & Budget (MMB) is seeking a Communications and Marketing Director to lead and manage all communications, marketing, public relations, and outreach for the agency, and to provide executive communications management for the State of Minnesota. This position is responsible for media relations and works closely with the Governor’s Office to coordinate and facilitate enterprise-wide communications strategy on dynamic, sensitive issues and crises with broad implications for state government and the people of Minnesota.

Responsibilities

  • Develop and lead strategic communication, public relations, outreach, and marketing initiatives consistent with the agency’s mission and vision.
  • Provide executive-level communication counsel and coaching to the Commissioner and senior management.
  • Direct media relations activities within MMB and ensure enterprise-wide coordination, advising and consulting with high-profile leadership.
  • Serve as a key communications advisor to the Governor’s cabinet.
  • Provide managerial, supervisory, and operational oversight to the communications department.
  • Supervise seven (7) staff members.

Telework

Telework options depend on proximity to the primary location. Employees who live within 50 miles may telework up to 50%. Employees who live 50 miles or more, and live in Minnesota, may telework more than 50% with approval.

Minimum Qualifications

  • At least five (5) years of experience executing major communications workstreams (media relations, public information, internal communications, public outreach, or digital marketing strategy).
  • Demonstrated leadership, including supervision, team leadership, project lead, or completion of a state leadership development program.
  • Experience serving as spokesperson or consultant to executive leadership handling media inquiries for high-profile or time-sensitive issues.
  • Interpersonal skills to establish and maintain effective relationships with internal and external stakeholders.
  • Strong communication and writing skills to convey complex, sensitive information to diverse audiences.
  • Knowledge of communications strategies and plain language sufficient to consult and coach executive leadership and government agencies on media relations and mitigate negative impact.
  • Respect for diversity and commitment to fostering an inclusive, collaborative work environment.
  • Bachelor’s degree in communications, journalism, or public relations may substitute for one (1) year of experience. Master’s degree may substitute for 18 months. Doctorate may substitute for 2 years.

Preferred Qualifications

  • At least seven (7) years of experience executing major communications workstreams.
  • Master’s degree in communications, journalism, or public relations.
  • Experience leading communications strategy during organizational change, crises, legislative sessions, or high-visibility initiatives.
  • Experience providing supervisory oversight to a communications team.
  • Established relationships with local, state, and national media outlets.
  • Experience working with government communications or navigating public data, legislation, public records laws, or government accessibility requirements.
