Job description

As the Human Resources (HR) Manager at Tofino Co-op, you partner with management to provide strategic and operational leadership in all areas of HR, including workforce planning, employee relations, recruitment, compensation and benefits administration, health and safety, and organizational development. You serve as a trusted advisor to managers and employees, supporting effective decision-making, policy implementation, employee engagement, and compliance with legislative and organizational requirements.

Payroll, Compensation, Benefits & Pension Administration

  • Oversee and administer the bi-weekly payroll process by verifying approved employee time and attendance records, submitting payroll documentation for deductions, reimbursements, and adjustments, and reviewing payroll reports to identify and resolve discrepancies in collaboration with the payroll team.
  • Provide HRIS administration and support for attendance and timekeeping processes, including manager guidance, troubleshooting, reporting, and workforce data analysis, as requested.
  • Administer employee benefits and pension programs, including enrolments, ongoing eligibility verification, changes, and terminations, while promoting and facilitating access to employee support services, including EFAP, counselling, and other community and provincial resources.
  • Support the General Manager with annual wage reviews, compensation administration, and implementation of employee bonus and incentive programs.

Recruitment & Onboarding

  • Coordinate recruitment, including preparing and posting job advertisements, screening applications, supporting managers throughout the selection process, and ensuring completion of new hire documentation.
  • Coordinate employee orientation and onboarding, ensuring appropriate resources, training, and system access are in place.

Policy Development, Records & Compliance

  • Develop, implement, and maintain organizational policies, procedures, handbooks, templates, and other employee resources, ensuring compliance, consistency, and operational effectiveness.
  • Maintain accurate, confidential employee records and personnel files in compliance with privacy legislation, employment requirements, and organizational policies.
  • Ensure compliance with employment legislation and regulatory requirements and provide guidance to managers regarding the BC Employment Standards Act, labour relations matters, and organizational policies.

HR Advisory, Planning & Organizational Development

  • Participate in strategic planning processes by providing HR expertise and recommendations that support operational and organizational objectives.
  • Support department managers in workforce planning, performance management and succession planning.
  • Coordinate and support employee and leadership development initiatives, including mandatory training completion, professional development, and organizational learning opportunities.
  • Advise and support managers in employee relations matters, including workplace concerns, complaints, conflict resolution, investigations, corrective action, and the consistent application of progressive discipline processes in accordance with organizational policies and legislative requirements.

Health, Safety & Wellness

  • Advise and support managers and team members in fostering a safe, respectful, inclusive, and professional workplace through the development and implementation of health, safety, wellness, and employee well-being policies, procedures, and programs, including support of the Joint Health & Safety Committee.
  • Manage employee leaves and accommodations by obtaining and maintaining appropriate documentation, ensuring compliance with organizational requirements, and coordinating safe and sustainable return-to-work programs with employees, managers, and relevant service providers.

Employee Engagement, Culture & Internal Communications

  • Develop and coordinate employee recognition, appreciation, and engagement initiatives, including staff events and celebrations, and gather feedback to support continuous improvement in workplace culture, employee engagement, morale, retention, and organizational effectiveness.
  • Prepare and distribute internal communications to employees regarding organizational initiatives, policies, programs, events, and other workplace matters.

Other Duties

  • Perform other related duties and special projects as assigned to support operational and organizational objectives.
  • University degree or diploma in Human Resources, Business Administration, or a related field preferred; an equivalent combination of education and experience will be considered.
  • Minimum two years of related experience in HR, payroll, employee relations, or a similar role.
  • Experience across multiple HR functions, including talent acquisition, benefits administration, performance management, employee relations, and disability management, is considered an asset.
  • Previous leadership or supervisory experience is considered an asset.
  • Chartered Professional in Human Resources (CPHR) designation, or progress toward designation, is preferred.
  • Knowledge of employment-related legislation, including the BC Employment Standards Act and WorkSafe BC legislation, is considered an asset.
  • Strong interpersonal, communication, customer service, and relationship-building skills.
  • Demonstrated ability to maintain confidentiality, exercise sound judgment, and manage sensitive information.
  • Strong organizational, problem-solving, and time-management skills, with the ability to manage multiple priorities.
  • Demonstrated ability to work collaboratively in a community-focused environment and build positive working relationships with employees, managers, members, and external stakeholders.
  • Proficiency with Microsoft Office applications, including Excel, Word, Outlook, SharePoint and Teams.
  • Experience with Human Resource Information Systems (HRIS) and payroll systems is preferred; familiarity with Oracle and/or UKG is considered an asset.
  • 12-14 month fixed term contract commencing September 1, 2026
  • Monday through Friday daytime hours as confirmed with the General Manager
  • May be required to work late hours or on weekends/holidays as required by the General Manager
  • This position is primarily office-based and requires extended periods of sitting, computer use, and communication with employees and managers. The role may occasionally require standing, walking, bending, lifting, carrying materials, and attending events or meetings throughout the facility.
  • Starting salary between $65,000.00 and $85,000.00 dependent upon qualifications & experience level
