Position Summary:The HR Manager – Employee Relations & Compliance is a full-time, onsite, 12-month contract position (maternity leave coverage) responsible for leading employee relations, workplace compliance, performance management, payroll and benefits administration, HRIS management, policy development, and strategic HR initiatives.
Reporting directly to the President & CEO, this role collaborates closely with the Manager, Talent Acquisition, Training & Health & Safety to deliver an exceptional employee experience while ensuring compliance with employment legislation, Company policies, and HR best practices. This position partners with leaders across the organization to provide strategic HR guidance, promote organizational effectiveness, and support business objectives.
Key Responsibilities:Employee Relations & Compliance:
  • Lead employee relations matters by providing guidance to employees and managers on Company policies, employment legislation, and HR best practices.
  • Conduct workplace investigations relating to harassment, workplace violence, discrimination, misconduct, attendance, policy violations, and employee concerns.
  • Manage workplace accommodations, modified duties, disability management, return-to-work programs, and leave administration.
  • Facilitate conflict resolution, mediation, and progressive discipline while ensuring fairness, consistency, and legislative compliance.
  • Coach and support managers on employee relations matters, documentation, performance concerns, and corrective action.
  • Coordinate resignations, terminations, offboarding activities, exit documentation, recovery of Company property, and final employment requirements.
  • Provide guidance on ESA leave entitlements and coordinate with Service Canada and external agencies where required.
  • Ensure compliance with the Employment Standards Act (ESA), Human Rights Code, Occupational Health and Safety Act (OHSA), AODA, WSIB, and Company policies.

Performance Management & Organizational Development:
  • Lead the Company's performance management program, including probationary reviews, performance evaluations, performance improvement plans (PIPs), and annual review processes.
  • Coordinate 30-60-90-day integration plans and probationary review processes.
  • Support managers with goal setting, performance planning, and employee development through HUMI.
  • Coordinate promotions, transfers, demotions, and organizational changes.
  • Lead succession planning, leadership development initiatives, and departmental backup planning.
  • Coach managers on performance management and employee development strategies.

Payroll, Benefits & Leave Administration:
  • Oversee payroll processing, payroll audits, and payroll integration to ensure accuracy and compliance.
  • Administer employee benefits, vacation, statutory holidays, and leave programs, including medical, maternity, parental, and unpaid leaves.
  • Coordinate payroll adjustments, reimbursements, Records of Employment (ROEs), garnishments, statutory holiday compliance, and payroll reporting.
  • Maintain communication with employees, managers, payroll providers, benefits providers, and external agencies.
  • Prepare reports supporting salary reviews, bonus administration, labour productivity, overtime, attendance, and headcount reporting.
  • Provide backup support for payroll administration.

HRIS (HUMI) Administration:
  • Administer and maintain the Company's Human Resources Information System (HUMI).
  • Maintain accurate employee records, electronic files, and physical personnel documentation.
  • Create and maintain HR templates, forms, workflows, communications, policies, and documentation.
  • Support payroll integration, reporting, employee self-service, document management, and HR process improvements.
  • Prepare HR reports, workforce analytics, and management dashboards.

Policy, Governance & Employment Compliance:
  • Develop, review, implement, and maintain HR policies, procedures, employee handbooks, policy statements, and Standard Operating Procedures.
  • Maintain policy acknowledgement processes and ensure legislative compliance.
  • Support internal audits, compliance reviews, and employment-related reporting.

Agency Workforce & Vendor Management:
  • Manage relationships with staffing agencies and external HR vendors.
  • Coordinate agency worker administration, attendance, performance monitoring, WSIB matters, investigations, PPE distribution, and transition to permanent employment.
  • Monitor agency contracts, invoices, service levels, and vendor performance.
  • Identify and evaluate alternative staffing partners to support business requirements.

Compensation, Rewards & Employee Engagement:
  • Support annual salary review processes, bonus administration, and incentive programs.
  • Lead employee recognition, retention, and engagement initiatives aligned with Company values.
  • Partner with the Social Committee to coordinate employee appreciation activities and engagement programs.
  • Support budget planning for employee engagement and recognition initiatives.

Training & Organizational Support:
  • Partner with the Manager, Talent Acquisition, Training & Health & Safety to support leadership development, professional development, succession planning, skills matrix management, and organizational training initiatives.
  • Provide guidance to managers regarding employee development, coaching, and performance management.
  • Support continuous improvement initiatives that strengthen organizational capability and employee performance.

HR Projects & Continuous Improvement:
  • Lead strategic HR initiatives and organizational improvement projects.
  • Manage Work-Sharing programs, including ESDC applications, amendments, compliance reporting, and ongoing administration.
  • Partner with leadership to support workforce planning, operational changes, and organizational restructuring initiatives.
  • Monitor HR KPIs and prepare reports to support business decisions.
  • Promote a workplace culture aligned with STAGE's values while identifying opportunities to improve HR processes and employee experience.

Qualifications:
  • Diploma or degree in Human Resources, Business Administration, or a related field.
  • CHRP designation required; CHRL is considered an asset.
  • Minimum 5 years of progressive HR experience, preferably in a manufacturing environment.
  • Strong knowledge of the Employment Standards Act (ESA), Human Rights Code, Occupational Health and Safety Act (OHSA), AODA, WSIB, and Ontario employment legislation.
  • Experience in employee relations, workplace investigations, performance management, payroll administration, HRIS management, and employment compliance.
  • Proficiency with HUMI or a comparable HRIS and Microsoft Office Suite.
  • Excellent communication, organizational, analytical, problem-solving, and relationship-building skills.

Work Environment:
  • Full-time, onsite position based at the Company's manufacturing facility in Vaughan, Ontario.
  • Regular working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Flexibility may be required to support operational requirements.
  • Regular interaction with office and production employees in a fast-paced manufacturing environment.
  • Must comply with all Company Health & Safety policies and wear required Personal Protective Equipment (PPE) when entering production areas.
