Main Purpose & Function

The Project Management Quality Assurance Lead plays a key role within the City of Vancouver’s Facilities Development Division. This position is responsible for the development, implementation, and maintenance of REFMs Project Management Framework, ensuring it remains consistent with city-wide standards and requirements.

By maintaining a consistent, efficient, and accountable approach to capital project management, this role ensures that civic facility projects are delivered effectively and efficiently to meet the needs of Vancouver’s residents and communities.

The position reports directly to the Director, Facilities Development, subject to change. The position works closely with the Associate Directors of Project Delivery, the Design and Construction Standards Manager internal stakeholders, external consultants, the development sector, and peer municipal representatives to ensure best practices are embedded across all phases of project delivery.

Specific Duties & Responsibilities

  • Develop, recommend and lead the implementation of a Project Management Framework (PMF) Quality Assurance Program that includes:
    • conducting gap analysis and capturing activities/tasks
    • managing the review and update of procedures, manuals, forms, workflows and instructions
    • conducting process mapping workshops and documentation
    • ensuring document management procedures are designed, implemented and maintained
  • Assess potential risks, ensures compliance and provides recommendations.
  • Monitor and report on compliance activity and results, including liaising with and reporting out to internal stakeholders including senior management.

Project Management Framework

  • Support and contribute to the development, maintenance and continuous improvement process of the Project Management Framework (PMF) with a focus on quality management and project controls.
  • Leads implementation and improvements of the quality management components of the project management framework, including contributing to department wide communication.

Business Optimization

  • Lead cross-branch continuous improvement projects.
  • Provide oversight and support for small to medium continuous improvement initiatives.
  • Develop, maintain and regularly reports on progress and outcomes of the continuous improvement projects to Senior Management.

Audits

  • Develops and manages an annual Internal Quality Audit Program that is focused on determining conformance to internal PMF processes.
  • Leads and conducts PMF audits, reports on audit findings.
  • Makes recommendations to correct or eliminate project risks and controls based on audit results.
  • Identifies business process improvements to enhance operational effectiveness and makes recommendations for efficient use of resources.
  • Liaises with vendors, contractors or suppliers to ensure products and services meet the department’s quality standards.
  • Prepares annual audit reports and presents key findings (i.e., results/trends) to Executives, Directors, Branch Managers and other senior managers.

Training

  • Develops and delivers an onboarding training program for new staff on the Facilities Development Project Management Framework, including project management practices, tools, and departmental processes.
  • Facilitates cross-functional collaboration and knowledge-sharing across City departments (e.g., Engineering, Finance, Legal, Sustainability) to ensure integrated and consistent project execution.
  • Tracks and applies industry best practices and municipal trends to strengthen departmental capabilities and enhance delivery outcomes.
  • Designs and delivers internal training sessions, workshops, and documentation updates to build internal project management capacity.

General

  • Serves as the department’s subject matter expert on project management practices, offering guidance on project planning, risk management, budgeting, reporting, and documentation.
  • Leads the development, maintenance, and governance of project templates, tools, and workflows hosted on the department’s IT platforms, ensuring ease of access and version control.
  • Manages and produce regular project performance reports and dashboards for internal leadership and external stakeholders, supporting transparency and accountability across the capital portfolio.
  • Conducts quality control reviews of project specific reporting generated by Facilities Development Project Managers.
  • Leads the development, implementation, and continuous improvement to departmental training in process improvement methodology.
  • Monitors departmental compliance with the Facilities Development Project Management Framework through audits, training, coaching, and process reviews, to support continuous improvement.
  • Responsible for managing direct report including training, coaching, performance management and other people practices.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Degree in Construction Management, Building Technology, or a related field and a minimum 7 years of progressively responsible experience in project management, preferably in a public sector or institutional setting within a similarly-sized organization and/or a consulting firm, involving complex and multi-faceted business, operations and/or service delivery projects at an intermediate or senior level, with experience or an equivalent combination of education and experience.
  • Professional certification such as PMP (Project Management Professional) preferred.
  • Experience in the development and implementation of project management frameworks, reporting systems, and staff training working directly with and/or reporting to senior management in a large organisation.
  • Experience managing complex multi stakeholder teams, business process improvement projects, events or initiatives

Knowledge, Skills and Abilities:

  • Familiarity with municipal capital planning, procurement, and governance processes.
  • Deep understanding of capital project delivery processes for community, public or institutional infrastructure, including but not limited to firehalls, community centres, recreation centres, libraries and non-market housing at the Municipality, Provincial or Federal level.
  • Ability to standardize and optimize project management practices across a large organization.
  • Strong analytical, organizational, and problem-solving skills, with attention to detail.
  • Excellent communication, facilitation and change management skills to engage diverse stakeholders and promote adoption of best practices.
  • Advanced proficiency with Microsoft Office applications including Word, Excel and PowerPoint and SAP.
  • Ability to work both independently and collaboratively in a dynamic municipal environment with multiple priorities and deadlines.
