Incumbents in this position manage the design of drinking water facility projects (water mains up to 84” in diameter, drinking water storage facilities, drinking water treatment plant improvements, site facilities, etc.), including formulation of project scope, preparation of requests for qualifications, reviewing/selecting engineering consultants, and finalizing the scope and fee. This position oversees the design of the project by completing plan reviews, providing input into design, keeping the designer on scope, overseeing permitting of the project, and maintaining the schedule.

Essential Functions And Responsibilities

Manages the bidding of drinking water projects to contractors. This will include conducting pre-bid informational meetings with contractors and addressing contractor questions during bidding. Reviews contractor bids and works to bring the contractor under contract.

Reviews contractor material submittals and manages all aspects of the construction of drinking water projects.

Performs on-site inspections verifying safety of site and surroundings, adherence to plans and specifications, and adherence to Missouri Department of Natural Resources regulations.

Provides general oversight of construction inspection staff.

Coordinates any necessary field changes and plans tie-ins/shutdowns of water mains. Coordinates valve closures with internal crews, coordinating notification area, ensuring connections are made correctly, and verifies proper bacteriological testing is performed and proper notice of any boil advisory is released.

Addresses customer issues that may arise during construction projects.

Reviews invoicing for completeness and accuracy and processes all payments through the finance department.

Performs permit closeout including the submission of all necessary paperwork and scheduling of any necessary closeout inspections.

Organizes field investigations of drinking water systems to determine causes of pressure and flow issues.

Prepares and improves department standard operating procedures.

Reviews road, utility, and accessibility projects for conflict with existing water systems. Coordinates any necessary relocations with the project owner, including oversight of funds reimbursement.

Assists in system data collection through use of GPS equipment. Ensures project data is collected by contractor and inspection staff. Coordinates delivery of system data to GIS mapping department.

Maintains comprehensive file of project activities during the project life. This includes all correspondence, agreements, invoicing, design iterations/comments, submittals, etc.

Prepares budgetary estimates for drinking water projects.

Identifies new project needs in an advisory capacity to the Engineering Manager. Assists in large-scale planning projects and provides input into project direction planning.

Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, clients, public officials and the public, on how to apply policies, procedures and standards to specific situations.

Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such computer, motor vehicle, and/or related materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as architectural drawings, specifications, contracts, building codes, design standards, engineering manuals, construction manuals, permit applications, budgets, ordinances, statutes, procedures, guidelines and non-routine correspondence.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; the ability to perform mathematical operations involving algebra, geometry, trigonometry, calculus and differential equations.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, irate individuals, disease, or pathogenic substances.

Physical Requirements: Requires the ability to lift, push and pull up to fifty pounds to move files and papers. Tasks involve the ability to exert moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling or crouching in order to perform field inspections.

Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds and textures associated with job-related objects, materials and tasks to observe construction document and inspection reports. Requires the ability to distinguish objects in near and far vision.

Qualifications A Bachelor’s degree in Construction Management, or a directly related field; plus three years of construction project management experience, which must include experience in the design, construction, and/or operation of piping and valving systems for the distribution of water within a complex system. OR an equivalent combination of education, training and experience.

Preferences:

Experience managing capital improvement projects with a utility; possession of MODNR Distribution System Operator License.

License Must possess and maintain a valid driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.

City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
