About Our Opportunity

As the Strategic Procurement Lead, you will report to the Director, Financial Services and lead procurement activities for goods, services, and construction in accordance with the Nova Scotia Public Procurement Policies and the Nova Scotia Public Procurement Act. You will provide expert advice to internal clients, support requirements gathering, conduct market research and benchmarking, and recommend strategic sourcing solutions that deliver value for Link Nova Scotia and its stakeholders.

Primary Accountabilities

In this role, you will manage the full procurement cycle from preparation of requests for proposals and requests for quotes through to award, including preparing evaluation documents, chairing evaluation committees, negotiating purchase terms and conditions, and tracking procurement activity for reporting to senior management. You will also support effective contract management by monitoring supplier performance, reporting on compliance, resolving contract issues, and ensuring sourcing close-out is completed accurately and on time.

To support this work, the Strategic Procurement Lead will be mentored and supported by procurement expertise at Build Nova Scotia, helping to strengthen internal procurement capacity while ensuring alignment with public-sector procurement practices.

Qualifications and Experience

You have a bachelor’s degree from a recognized university in business administration, supply chain, or a related discipline, along with a minimum of 10 years of procurement experience. Public procurement experience would be considered an asset. An acceptable equivalent combination of education and experience may be considered. Completion or partial completion of procurement-related certification or training, such as PMAC, PSPP, or SCMA, would also be considered an asset.

You bring sound judgment, strong communication skills, and a collaborative approach to working with internal clients, senior leaders, procurement partners, subject-matter experts, and suppliers.

You use market research, benchmarking, procurement data, and supplier performance information to identify sourcing opportunities, improve value, and support fair, open, and competitive procurement outcomes.

You are solutions-focused and resilient when managing complex procurement files, resolving contract issues, and escalating matters where policy compliance or sourcing integrity may be at risk.

You will be assessed on the above qualifications and competencies using one or more of the following tools: written examination, interview, and reference checks.

Working Conditions

Your normal work week is 35 hours/week, 7 hours/day. You may be required to work overtime on occasion.

The majority of your work is conducted in a comfortable office environment with moderate travel required within and outside of the Province.

There is pressure to meet deadlines while juggling a diverse number of projects that require ongoing planning/revising. You must be able to manage stressful, complex situations and balance many different issues and considerations. Work is often subject to extensive scrutiny and criticism by the public and by the diverse communities served.

Pay Grade: EC 10

Salary Range: $3,247.28 - $4,059.12 Bi-Weekly
