Salary Range: DIR, Level 9, $194,650- $229,000 per year. The final compensation for this position will be determined based on individual factors, including education, qualifications, experience, and internal equity.

Director, Regulatory Efficiency

The Opportunity­­

Join the Alberta Energy Regulator (AER) as Director, Regulatory Efficiency and provide senior leadership to the group responsible for advancing enterprise-wide regulatory change. In this high-impact role, you will lead multidisciplinary teams that support the design, planning, sequencing, and delivery of regulatory change initiatives aligned with AER priorities, Government of Alberta direction, and the organization’s mandate.

You will work closely with executive leaders, director peers, technical subject matter experts, government partners, and external stakeholders to build awareness, secure alignment, and move complex regulatory priorities forward. You will provide direction and oversight to senior regulatory advisors, project management professionals, and regulatory design specialists while ensuring strong project governance, sound regulatory design practices, and alignment with AER policies and enterprise priorities.

What your day-to-day will look like:

  • Lead the Regulatory Efficiency Group, including senior regulatory advisors, project management professionals, and regulatory design and delivery teams, to deliver enterprise-wide regulatory change initiatives and regulatory system improvement projects. Provide direction, oversight, coaching, and mentorship to ensure work is delivered effectively, regulatory design and project management best practices are upheld, and AER policies are followed.

  • Drive the planning, sequencing, and delivery of complex regulatory change initiatives, ensuring initiatives remain on time, on budget, within scope, and aligned with enterprise-wide priorities, mandate business impacts, and applicable AER processes.

  • Lead the continuous improvement of the regulatory change operating model by evaluating regulatory change initiative performance and broader program outcomes. Use performance data and insights to drive innovation, improve delivery effectiveness, and enhance the overall regulatory change system.

  • Collaborate with director peers and leaders across the organization to develop, increase awareness of, and gain support for the regulatory change initiative work plan. Coordinate the identification, availability, and assignment of technical subject matter experts and other resources to support regulatory and enterprise-wide deliverables.

  • Make informed decisions on resourcing levels, delivery timeframes, and initiative sequencing based on input from the Executive Leadership Team, Government of Alberta direction, and impacts to mandate business and other enterprise-wide priorities. Remove barriers, mitigate risk, and escalate issues when needed to support successful delivery.

  • Establish and maintain positive working relationships with executive-level industry stakeholders, non-governmental organizations, other regulators, and Government of Alberta officials to support the resolution of complex regulatory issues related to the AER’s mandate. Represent the AER on priority executive-level committees when required.

  • Mentor and guide direct reports and AER staff to build capability in regulatory change, leadership, and cross-functional collaboration, fostering a culture of accountability, growth, and continuous improvement.

What we’re looking for in you:

  • Bachelor’s degree in public policy, resource management, environmental science, engineering, or a related field.

  • 15+ years of regulatory experience, including at least 8 years in leadership roles, with demonstrated experience leading complex regulatory, organizational, or enterprise-wide change initiatives.

  • Ability to lead and influence up, down, and across the organization, with strong situational awareness, initiative, and the ability to move work forward proactively in a complex environment.

  • Excellent written and verbal communication skills, with the ability to engage effectively with executive leaders, technical experts, industry stakeholders, external partners, and government officials.

  • Strong collaboration and relationship-building skills, with a demonstrated ability to bring people together, collectively solve complex problems, and advance enterprise-wide outcomes.

  • Sound judgment and decision-making ability, with comfort operating in complex, evolving environments and balancing competing priorities, risks, stakeholder needs, and delivery expectations.

  • Broad understanding of the AER mandate, organizational priorities, and the regulatory system it operates within. Project management training, change management training, or previous experience as a statutory decision maker are considered assets.
