At the Department of Public Works, we do more than maintain and build our provincial road network. In fact, we have a variety of Divisions. The Driver Licensing group, which consists of Medical Fitness and Driver Competency sections, is another area within Public Works, which falls under the umbrella of the Registry of Motor Vehicles. Driver Licensing is responsible for ensuring that Nova Scotians meet accepted medical standards and competency requirements for the safe operation of motor vehicles. The section is a high-pressure, fast-paced environment responsible for processing a large volume of work under deadlines.

About Our Opportunity

Reporting to the Deputy Registrar, Driver Licensing, the Case Assessor, Medical Fitness is responsible for co-managing the Driver Medical Fitness and Driver Competency Programs along with three other Case Assessors. The Case Assessors serve as the primary source of expertise and advice on driver medical fitness and competency matters and ensure the program is administered consistently and effectively based on regulatory and legislative requirements.

Primary Accountabilities

The position is responsible for timely and accurate examination of a high volume of information with respect to a person’s medical fitness to operate a motor vehicle. The Case Assessors review complex medical reports and tests, driving records, law enforcement documents, motor vehicle collision reports, etc. and make recommendations and/or decisions in accordance with the Motor Vehicle Act and the Canadian Council of Motor Transport Administrator’s Medical Standards for Drivers.

The Case Assessors are responsible for supervising day to day operations by setting service standards, creating and implementing productivity monitoring tools, developing policies and procedures, reviewing and updating forms and identifying information technology requirements. The position oversees up to three clerical staff, monitors their performance and provides coaching/training.

The Case Assessors research and monitor driver medical fitness matters and keep the Deputy Registrar apprized of emerging issues in this area of Road Safety. Attendance at national meetings may be required.

The Case Assessors are responsible for coordinating the monthly Medical Advisory Committee meetings by identifying cases requiring review and presenting cases to physicians on the committee.

Qualifications and Experience

High school completion plus 10 years of related experience; or an equivalent combination of training and experience may be acceptable.

Demonstrated ability to analyze complex information and provide appropriate recommendations concerning individual case files and emerging policies. Proven ability to exercise sound judgment and discretion, and maintain confidentiality. Excellent written and verbal communication skills are required to deal with sensitive, emotional and confidential issues. Proven ability to be flexible and work collaboratively in a team environment.

Computer software skills, such as word processing, presentations and spreadsheets are also necessary as well as experience in maintaining electronic databases.

The incumbent will have a good understanding of the Freedom of Information and Protection of Privacy Act as it relates to the access, protection and release of personal information.

Experience in a regulatory environment is considered an asset.

Demonstrated knowledge of the Motor Vehicle Act and Regulations as it relates to medical fitness, and experience with the interpretation and application of the Canadian Council of Motor Transport Administrator’s Medical Standards for Drivers is considered an asset.

We will assess the above qualifications and competencies using one of more of the following tools: written examination, standardized tests, oral presentation, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:

  • A bachelors in Education and 6 related years of experience

Working Conditions

  • Normal work week is 35 hours/week, 7 hours/day.

Pay Grade: TE 25

Salary Range: $2,707.02 - $3,182.69 Bi-Weekly
