About Us:

Facilities and Real Estate Division (FRE) serves the University of Toronto’s three campuses and is responsible for ensuring that the University’s physical infrastructure reflects the scale, ambition, and global standing of its academic enterprise. The division plays a central role in aligning campus infrastructure, capital investment, and real estate strategy with the University’s academic priorities and long-term sustainability. FRE manages several key portfolios, including Facilities and Services, University Planning Design & Construction, Spaces & Experiences and Real Estate Partnerships. We strive to provide efficient and effective services that support the University's mission, values and commitments. The FRE Financial Strategy and Services Department works closely with its portfolio departments, as well as internal and external stakeholders, to manage FRE's financial resources, enhance operational efficiency, and improve financial management capacity. The department ensures compliance, provides strategic advice, enhances support for the decision-making process, manages risks, optimizes financial processes, adopts new technologies, improves existing systems, and promotes best practices.

Your Opportunity:

The Capital Financial Operations Manager provides leadership and managerial oversight for the financial operations aspects of capital projects managed by Facilities and Real Estate Division. This includes financial accounting and compliance, reporting, systems administration, budget coordination, monitoring, and project closeouts related to construction and facilities development. The incumbent ensures that capital financial transactions adhere to the University's policies, accounting standards, statutory regulations, and industry best practices.

As the subject matter expert for capital financial operations, including capital financial systems, payment processes, and workflows, the Manager is responsible for the accuracy, integrity, and efficiency of capital project financial data. The role provides strategic advice to senior stakeholders on capital financial processes and compliance requirements, including prompt payment and holdback administration under Ontario's Construction Act. The Manager also oversees the effective use and continuous enhancement of capital financial systems and processes in partnership with Information Technology Services (ITS), collaborates closely with Capital Accounting, University Planning, Design and Construction (UPDC), Facilities and Services (F&S), and other stakeholders, and supports long-term capital planning and reporting initiatives. The Manager also leads the Capital Accounts Payable team, providing work direction and expertise to the group, as well as coaching and developing team members to foster a collaborative, service-oriented culture.

Required Qualifications

EDUCATION:

  • University degree in business, finance, commerce or accounting, or an equivalent combination of education and experience.

EXPERIENCE:

  • Minimum of five (5) years of progressively responsible experience in capital project financial management, construction financial operations, or a related financial management role, ideally within a large public-sector or post-secondary institution.
  • Proven track record in financial oversight, including ensuring policy and statutory compliance, leading year-end processes, and managing audits.
  • Significant experience with SAP or an equivalent enterprise financial system is essential, particularly for capital project processing, workflow design, and document management.
  • Experience with lien and holdback processes and prompt payment requirements under Ontario's Construction Act is highly desirable.
  • Familiarity with university financial governance and long-range capital planning is an asset.

SKILLS:

  • Excellent analytical and organizational abilities with a high degree of accuracy and attention to detail.
  • Advanced proficiency in Microsoft Excel is essential, along with strong working knowledge of Word, PowerPoint and Visio.
  • Strong written and verbal communication, interpersonal, and staff-management skills.
  • Strong problem-solving skills and the ability to translate financial data and legislation into actionable decisions.
  • Thorough understanding of internal controls, financial compliance, and business process design, including the ability to assess how system changes impact operational workflows.
  • Knowledge of the construction and capital project life cycle, including holdbacks and payment certification, is an asset.

  • Initiative, discretion, and sound judgment, particularly when advising on compliance and financial policy matters.

  • Experience working with unionized staff and familiarity with relevant collective agreements is an asset.
  • Commitment to continuous learning and to keeping current with financial systems, regulations, and internal policies.
