Position Title: Skills Development Counselor (Extended Leave Coverage)

Location: 245 Fairview Mall Drive, Unit 201, North York, ON, and 295 The West Mall, suite 502, Etobicoke, ON, with the possibility of working at any of our other locations.

Position Summary

Newcomer Women’s Services Toronto is seeking a skilled and motivated Skills Development Counselor to support the ALP project, an initiative dedicated to advancing women’s participation and success in the construction industry through credentialing, mentorship, skills development and hands‑on experience.

The Skills Development Counselor will work closely with job seekers to assess, coordinate and facilitate their skills development journeys, with a strong focus on credential recognition and sector‑specific training. This role requires someone with a deep understanding of foreign credential recognition processes and the ability to support clients through complex application systems and educational equivalency procedures. The ideal candidate is knowledgeable about the construction industry and has experience working with under‑represented groups facing employment barriers.

Duties & Responsibilities

  • Support clients in understanding and navigating the foreign credential recognition process, including educational assessments, and licensing requirements.
  • Assist clients in completing credential equivalency applications through designated organizations (e.g., WES, ICAS, regulatory bodies)
  • Conduct in-depth needs assessments to identify skills gaps and align clients with relevant training programs or bridging initiatives.
  • Facilitate group sessions and one‑on‑one guidance on skills development opportunities, certifications, and pathways into construction and related trades.
  • Develop individualized learning and career action plans in collaboration with clients.
  • Provide ongoing coaching, referrals, and follow‑up to ensure progress, and address challenges in training or credential processes.
  • Maintain accurate and up‑to‑date client records in CRM and case management systems.
  • Liaise with credentialing bodies, training providers, and industry partners to stay ahead of informed changes and advocate on behalf of clients.
  • Collaborate with employment counselors, job developers, the project lead, and external partners to create holistic service plans.
  • Track and report on service outcomes, performance metrics, and client progress for internal and funder reporting.
  • Host and participate in career‑related workshops, networking sessions, and sector‑specific events.
  • Contribute to the promotion and visibility of the Build HER Future program across Ontario communities.

Team Contributions and Expectations

  • Committed to the contribution toward program targets and outcomes as defined by the funders upholding organization’s mission/vision
  • Participate in training of new staff, practicum students and volunteers as required
  • Attend workshops and training as recommended by NEW
  • Take an active role in the upkeep of staff areas and offices
  • Participate in committees as needed

Position Minimum Qualifications

  • Post‑secondary degree or equivalent in Career and Work Counseling, Adult Education, Social Work, or a related field.
  • Minimum 3 years of experience in case management, workforce development, or skills training.
  • Knowledge of the newcomer settlement and Employment Ontario sectors with a good understanding of challenges faced by prospective immigrants, newcomers to Canada, women, and youth.
  • Strong understanding of foreign credential recognition systems, regulatory bodies, and educational equivalency in Ontario
  • Knowledge of training programs, funding support, and relevant government services.
  • Willingness and ability to travel throughout Ontario. A valid driver’s license and access to a reliable vehicle is required.
  • Flexibility to work evenings and weekends as required by the project.
