WASTEWATER COLLECTIONS LOCATOR Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individual to join our Environmental Services Department as a Wastewater Collections Locator.

Position Type: Temporary Full Time Number of Positions: One (1) Department: Environmental Services Department File Number: SV26-73 Location: 31 Wallbridge Crescent, Belleville, ON Hours: 7:00 AM – 3:30 PM, Monday to Friday Employee Group : Union - CUPE Salary: rate of pay is in accordance with Certificate Level: WWC Locator Level 2 $37.00 (under review) WWC Locator Level 3 $40.86 WWC Locator Level 4 $42.02 (under review) Closing Date: Friday, August 28, 2026 at 4:30 PM PURPOSE AND SCOPE: Reporting to the Supervisor, Wastewater Collection and Supervisor, Linear Infrastructure, the position involves the operation of a Level 3 Wastewater Collection System and the provision of Locates, leak detection, and rotating on-call responsibilities.

KEY DUTIES AND RESPONSIBILITIES: This position will: Make decisions within the constraints of Standard Operating Procedures (SOPs), Emergency Operating Procedures (EOPs) and government legislation recognizing that decisions may directly impact public health and safety. Locate, mark and provide underground municipal infrastructure locates in accordance with regulatory requirements and industry standards. Investigate and review records related to municipal infrastructure. Read, interpret and apply information from various drawings, maps, plans and records. Liaise and communicate effectively with contractors, property owners, and other locate requestors. Maintain accurate and detailed records of locates.

Provide leak detection services and Sanitary I&I detection services. Participate in the maintenance of the storm/wastewater collection system including sewer cleaning by hydraulic and mechanical methods, sewer lateral rodding, maintenance hole inspections, wet well cleaning, and storm pond maintenance. Repair the storm/wastewater collection system components including mains/force mains, laterals, and maintenance hole structures. Operate and monitor pumping stations and associated equipment.

Assist with customer concern investigations, respond to operational concerns and collect samples as required. Communicate operational information clearly and effectively with supervisors and co-workers. Maintain a clean, safe and hygienic work environment. Participate in a rotating on-call schedule and respond to emergencies and operational issues on a 24/7 basis, as required.

Maintain availability to respond within 30 minutes while on-call.

Participate in Health and Safety, and Quality Management System (QMS) audits and inspections.

Verify GIS data accuracy and update infrastructure mapping records as required.

Ensure equipment is maintained to prevent physical harm from electrical hazards while using rodding machine, generators, and pumps.

Communicate professionally, and effectively with stakeholders and members of the general public, promoting a high standard of customer service. Perform other duties as assigned.

QUALIFICATIONS The position will require: MINIMUM EDUCATION: Successful completion of a minimum two (2) year post-secondary program in Civil, Construction Engineering or equivalent.

Valid Wastewater Collection Class 2 License, as per O.

Reg.

  • 129/04, MECP Certification.

Valid Class DZ Driver’s license with safe driving record, to be held and maintained.

Current Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.

ASSET EDUCATION: Certified Engineering Technologist diploma.

MECP Water Distribution Subsystem Certification MINIMUM EXPERIENCE: Minimum of three (3) years’ experience in a Large Municipal Wastewater Collections System, as defined in O.

Reg.129/04.

Working knowledge of standard locating methods.

Working knowledge of standard leak detection methods.

Experience providing locates for municipal infrastructure.

Proficiency with locates software and logbook software.

Experience providing leak detection services.

ASSET EXPERIENCE General sampling experience for colour, turbidity, chlorine, and bacteriological.

Proficient in the use of hand and power tools.

Operational troubleshooting and maintenance experience.

Working knowledge of provincial Safe Drinking Water Act and associated Regulations.

Large equipment operational experience i.e.

Jet Rodder, backhoe, loader, etc.

Working knowledge of infrastructure and construction practices.

Working knowledge of Occupational Health and Safety Act with emphasis on trenching, shoring, and confined space entry.

Basic computer skills including email, MS Word, Excel, Outlook, time and attendance software etc.

Excavating experience.
