Job description

Position Title: Contract Compliance and Reporting Specialist

Department: Finance

Reports To: Chief FinancialOfficer

Location: Inuvik

Employment Type: Full-Time


PURPOSE

The Contract Compliance and Reporting Specialist is responsible for supporting the effective administration trackingreporting and compliance of Gwichin Tribal Council funding agreementscontribution agreements professional service agreements and related reportingobligations.

Reporting to the ChiefFinancial Officer this position establishes and maintains the organizationsagreement tracking system monitors reporting deadlines and deliverablesreviews agreement terms for compliance requirements coordinates requiredfinancial and supporting documentation and works with departments to ensurethat expenditures activities reports and records align with approvedagreements and funder requirements. The role supports strong financialstewardship audit readiness records management and organizationalaccountability by ensuring that agreement obligations are clearly identifiedassigned tracked and completed.

RESPONSIBILITIES

Agreement and Compliance Management

  • Establishand maintain a centralized tracking system for contribution agreements fundingagreements professional service agreements reporting deadlines deliverablesbudgets amendments renewals and close-out requirements.
  • Reviewagreements to identify financial terms eligible expenses reportingrequirements deliverables payment schedules holdbacks audit requirementsinsurance requirements document retention obligations and key compliancerisks.
  • Supportthe administration of professional service agreements including trackingapprovals terms deliverables invoices contract periods amendments andrequired documentation.
  • Monitoragreement deadlines and proactively follow up with departments contractorsfunders and internal staff to ensure reporting and compliance obligations aremet.
  • Coordinateagreement amendments extensions budget reallocations and change requests asdirected by the Chief Financial Officer or senior leadership.
  • Maintaincomplete and organized agreement files to support internal review externalreporting audits and funder inquiries.

Financial Reporting and Audit Support

  • Coordinateand support the preparation and submission of financial reports required underfunding and contribution agreements.
  • Work withdepartment managers and finance staff to ensure that expenditures are supportedcoded appropriately and aligned with approved budgets and funding terms.
  • Reviewsupporting documentation for completeness accuracy and compliance withagreement requirements.
  • Supportyear-end reporting audit preparation funder reviews and reconciliation ofagreement-related revenues expenses deferred revenue receivables andreporting obligations.
  • Prepareregular reports for the Chief Financial Officer and senior leadership onfunding utilization upcoming deadlines outstanding reports compliance risksand required follow-up.

Internal Coordination and Process Improvement

  • Developand maintain procedures templates checklists and internal controls relatedto agreement management funding compliance contract tracking reporting andrecords retention.
  • Work withand provide practical guidance to department managers on agreementrequirements reporting expectations eligible expenses documentationstandards and internal approval processes.
  • Identifycompliance gaps late reporting risks missing documentation or budgetconcerns and recommend corrective action.
  • Liaisewith funding agencies auditors contractors department managers and internalstakeholders on agreement and financial compliance matters.
  • Supportspecial projects process improvements and other related duties as required.

QUALIFICATIONS

Required

  • Diploma ordegree in accounting finance business administration public administrationcontract administration project administration or a related field or anequivalent combination of education and experience.
  • Three tofive years of experience in financial administration agreement administrationcontribution agreement management grant administration contractadministration audit support compliance tracking or a related role.
  • Strongability to read and interpret funding agreements service agreements financialSTMTs budgets reporting requirements policies and procedures.
  • Experiencemaintaining tracking systems deadline calendars reporting logs contractfiles or compliance records.
  • StrongMicrosoft Excel skills and comfort working with financial administrative anddocument management systems.
  • Excellentattention to detail organization follow-through and ability to managemultiple deadlines.
  • Strongwritten and verbal communication skills including the ability to follow uptactfully and effectively with internal and external stakeholders.
  • Ability tohandle confidential financial legal personnel and organizational informationwith complete discretion.

Assets

  • Experienceworking with Indigenous governments Indigenous organizations public-sectorfunders or non-profit organizations.
  • Knowledgeof the Gwichin Tribal Council mandate programs communities and services.
  • Understandingof the Gwichin Comprehensive Land Claim Agreement and the environment in whichGTC operates.
  • Experiencewith Sage 50 INTACT and ERP systems.
  • Experiencesupporting audits funder reporting procurement professional serviceagreements or contribution agreement close-out processes.
  • Progresstoward professional accounting designation is an asset but is not required.
