Halifax Regional Municipality is inviting applications for the permanent, full time position of Supervisor, Parking Enforcement in Parking Services, Public Works.

Reporting to the Manager, Parking Services, the Supervisor, Parking Enforcement (SPE) is responsible for the leadership, management and day-to-day operation of the parking enforcement section. The SPE is responsible for the design, development and implementation of effective and efficient business practices to address the service demands of the municipality and for effective and responsive enforcement of the Motor Vehicle Act and HRM By-laws which fall under the purview of the SPE. Responsibilities of the position also include community safety issues with respect to blocked access, no loading zones, metered parking and foot patrols which fall within the scope of this position. Day-to-day operations include community standard issues such as curb side solid waste, snow and ice inspections.

DUTIES AND RESPONSIBILITIES:

  • Resolves service delivery issues on a day-to-day basis.
  • Aligns operational systems to be conducive with corporate service standards and deliverables.
  • Evaluates and manages performance against service level standards.
  • Responsible for monitoring compliance with Occupational Health and Safety and other work place safety requirements.
  • Responsible for maintaining and reporting on monthly stats and performance outcomes.
  • Responsible for the standardization of case file management practices.
  • Conducts case file reviews to address accuracy, efficiency and effectiveness.
  • Recommends and implements service delivery improvements.
  • Develops and nurtures relationships with appropriate external and internal contacts.
  • Conducts site visits as required.
  • Acts as interim Manager as needed.
  • Responds to written correspondence (queries and complaints) from the public regarding service delivery.
  • Liaises with HRM Legal and other business units and individuals relating to the enforcement process.
  • Collaborates with senior staff on parking enforcement trends and potential requirement for amendments to legislation in addressing enforcement/policy needs.
  • Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act and the safety regulations applicable to the work activity.
  • Accountable and responsible for work safety environment of the unit by: ensuring that equipment, machines, facilities and materials are maintained in a safe operating condition; reporting accidents, incidents and near miss events to the BU Director and the HRM Corporate Safety Group, ensuring workplace hazard assessment processes/ procedures are carried out and that documents are completed which can be used to track/identify and monitor unsafe conditions as per established procedures and by taking appropriate corrective measures as needed and required.
  • Supervises and advises staff on actual and/or potential workplace hazards for the development, implementation and monitoring of safe work procedures and practices and that appropriate training is available and required.
  • Promotes and encourages staff participation, involvement and cooperation with management and the Joint Occupational Health and Safety Committee (JOHSC) in the development of effective safe work procedures and practices resulting in a successful HRM Occupational Safety Program that is appropriate to HRM and any work activity that is unique to a specific Business Unit.
  • Seeks advice from the Corporate Safety Group as required and needed.
  • Responsible for training and development plans, performance objectives and review of the section staff; sets and recommends benchmarks and performance measures for the staff and department.
  • Provides direction to staff regarding standard operating procedures.
  • Provides leadership in the development and maintenance of a positive work environment.
  • Directs, coaches and supports staff in achieving service standard deliverables.
  • Recruits, hires, trains, develops, and provides orientation to new employees.
  • Ensures that the section conforms to HRM policies and procedures.
  • Prepares schedules, daily time sheets, accident/injury reports, enforcement documents and material requisitions.
  • Evaluates staff performance and takes disciplinary action when needed and as required.
  • Manages compliance with terms and conditions of collective agreement and acts as first responder in grievance process.
  • Schedules and approves staff call-in and overtime.
  • Submits and approves staff payroll, attendance, vacation, sick leave, etc.
  • Administers the Attendance Support Program.


QUALIFICATIONS:
Education and Experience:

  • Undergraduate degree in business administration or a related discipline.
  • Minimum three (3) years supervisory experience.
  • Minimum three (3) years working with database software.
  • Experience working with municipal government and legislation considered an asset.


Technical / Job Specific Knowledge and Abilities:

  • Demonstrated written and oral communication skills.
  • Ability to make decisions relative to urgency, importance and public scrutiny.
  • Ability to work as a team leader or team member in a diverse environment.
  • Demonstrated organizational and administrative abilities.
  • Ability to prioritize and coordinate a multitude of tasks and responsibilities.
  • Knowledge of standard software and technology.
  • Knowledge and skills related to budget review and management.
  • Knowledge and skills related to human resource management and labour relations as well as good knowledge of collective agreement administration.
  • Knowledge of quality front-line customer service principles and safety standards.


An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.
