The Opportunity

Join our dynamic Public Works team at the City of St. Johns as we seek a dedicated and skilled Foreperson. This full-time permanent position will work with the Water & Wastewater Division.

Reporting to the Operations Supervisor Water & Wastewater this position will work as part of a team responsible for the supervision and inspection of repair maintenance and new construction of water & sewer infrastructure.

The successful applicant must be committed to safety standards be highly organized innovative conscious of changing priorities and willing and able to adapt quickly to any situation.

Accountabilities

Supervision and Coordination
Supervise direct and deploy staff and equipment.
Schedule work and workforce for maximum efficiency and cost effectiveness.
Be familiar with the infrastructure and equipment assigned to the Foreperson.
Arrange for locating and marking of existing infrastructure as required.

Safety and Compliance
Ensure work site safety conduct toolbox talks and understand supervisory
responsibilities under OH&S regulations and procedures.
Ensure necessary permits and traffic control plans are in place for safe work sites. Notify
the public of works as per Division policy.
Understand and implement the Collective Agreement where applicable.

Communication and Collaboration
Communicate and cooperate with City personnel contractors the public and public
utilities as required.
Submit written and verbal reports maintain a daily journal.
Maintain computerized database including entry into MMS GIS and complaints systems information.

Inspection and Maintenance
Coordinate maintenance and repair activities for water and sewer infrastructure.
Inspect and maintain all property and works considering weather impacts on City
infrastructure. Document results.
Complete inspection of new infrastructure carried out prior to acceptance for maintenance by the Division.
Ensure availability of equipment and materials for maintenance activities or repairs.
Carry out preventative maintenance (PM) programs as required. Plan PM programs in consultation with other management.
Conduct inspections investigations prepare reports and recommend corrective actions as required.
Assist in implementation and updating of the maintenance management systems (MMS) and geographical information systems (GIS) or other systems as required.

Flexibility and Responsiveness
Respond to emergency callouts at any time as per City or Division procedures.
Be willing to work extended shifts and take on tasks to balance the team workload.
Perform other duties as needed.

Qualifications

Education and Experience
High School Diploma with a Diploma in Civil Engineering Technology and be eligible to be registered as a Professional Technologist in the Province of Newfoundland and Labrador. Applicants with Journeyperson Certificate in Plumbing or related trade may also be considered.
Minimum of five years supervisory experience in public works or a related field.
Knowledge of the operation and maintenance of water and sewer mechanical systems would be an asset.
The successful applicant as a condition of employment will be required to obtain ACWWA Level II certification of both Water Distribution Systems Operator and Sewer Collection Systems Operator.

Skills and Abilities
Excellent oral and written communication skills.
Ability to interact tactfully and diplomatically with others.
Strong prioritization multitasking and troubleshooting skills in a fast-paced environment.
Proficiency in word processing and spreadsheet software.

Knowledge and Compliance
Understanding of WHSCC Legislation Highway Traffic Act Occupational Health and
Safety Act and Regulations and Human Rights Legislation.

Licensing and Training
Valid Class 5 Drivers License required; willingness to obtain a Class 3 Drivers License
with air brake endorsement shortly after hiring.
Prepared to complete additional training and certification through Atlantic Canada Water& Wastewater Association (ACWWA) as noted above.

This position requires use of a personal vehicle for business purposes as frequent travel throughout the City is necessary to carryout duties.

An equivalent combination of education training and experience which would provide the required knowledge and skills may be considered.

Working Conditions

This position requires outdoor work and could involve responding to severe weather conditions such as flooding winter events and windstorms. Travel throughout the City is required to visit work sites and developments while working near high traffic zones working in trenches and working around live sewerage and pressurized watermains.

Physical Requirements

This position is classified as safety-sensitive. The City of St. Johns has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.

The demands of the position can result in the need for you to work extra or irregular hours to meet your objectives.

Monday to Friday 8:00 am to 4:00 pm.
