Relevant du vice-président, Performance, responsabilisation et allocation du financement, le directeur dirigera les activités régionales de suivi de la performance, de planification de la responsabilisation, de gestion des risques et d'attribution du financement afin de soutenir des résultats équitables, des relations de confiance avec les fournisseurs et une gestion responsable des ressources publiques.

Ce poste est de portée régionale et répond aux besoins propres à la région de l'Est.

Voici ce que vous aurez à faire :

  • Diriger le suivi de la performance, les ententes de responsabilisation et les indicateurs clés des fournisseurs de services de santé, y compris les exigences du ministère et de Santé Ontario.

  • Superviser les processus d'attribution du financement, de production de rapports et de gestion des risques qui favorisent des décisions transparentes et fondées sur des données probantes.

  • Négocier les plans et les cibles de performance avec les fournisseurs, mobiliser leur engagement envers des résultats communs et une amélioration durable.

  • Établir des relations de confiance avec les fournisseurs de services de santé, les partenaires gouvernementaux, les municipalités, les organismes communautaires et les autres intervenants.

  • Diriger, encadrer et développer une équipe hautement performante, tout en contribuant aux politiques, aux outils et aux stratégies qui renforcent la cohérence régionale et interrégionale.

Ce dont vous aurez besoin pour réussir :

Formation et expérience

  • Maîtrise en administration de la santé, en planification de la santé, en administration des affaires ou dans un domaine connexe; ou combinaison équivalente d'études postsecondaires et d'expérience dans un environnement de soins de santé.

  • Au moins 10 années d'expérience pertinente, dont 5 années d'expérience en direction, en développement et en soutien d'équipes par l'entremise de projets, de programmes et/ou de gestion du personnel.

  • Le titre de comptable professionnel agréé (CPA) constitue un atout important.

Connaissances et compétences

  • Expérience de la haute direction dans des environnements de soins de santé complexes et dynamiques dans les secteurs public et/ou privé en finance avec une compréhension approfondie d'un ou plusieurs secteurs de soins de santé.

  • Expérience significative dans la réalisation d'analyses financières et d'évaluations critiques de programmes financiers complexes.

  • Expérience avérée en matière de prise de décisions opérationnelles ou stratégiques liées au financement de programmes.

  • Expérience dans l'analyse et l'interprétation des données de performance, notamment les données financières/statistiques et les indicateurs de qualité.

  • Compréhension approfondie du système de santé de l'Ontario, de ses intervenants, de ses programmes et de ses enjeux.

  • Expérience en gestion des risques et capacité démontrée à identifier et à réagir rapidement aux problèmes et aux priorités émergents.

  • Compréhension approfondie des modèles de financement provinciaux utilisés dans un ou plusieurs secteurs de la santé et familiarité avec les processus, les politiques et les normes financières du gouvernement.

  • Solides compétences en gestion du changement : Capacité à se concentrer sur les priorités et à impulser des changements positifs; motiver et stimuler la responsabilité personnelle et collective.

  • Compétences en communication et en relations interpersonnelles, pour travailler efficacement avec d'autres personnes, dirigeants et membres du personnel, et pour assurer la liaison avec des collègues de Santé Ontario et avec des contacts au sein du ministère.

  • Expérience de travail collaboratif efficace avec l'équipe de direction et le personnel pour les guider dans le développement, le changement et la transition.

  • Compréhension avérée des problèmes, priorités et besoins locaux en matière de santé, avec une prise en compte des principales tendances en matière de politique de soins de santé et de développement du système.

  • Leadership avéré dans la facilitation et la négociation avec de multiples intervenants et fournisseurs de services.

  • Capacité avérée à établir, améliorer et entretenir des relations stratégiques avec la communauté, les gouvernements locaux et provinciaux, les fournisseurs de services de santé et autres.

  • Solides compétences interpersonnelles et capacité avérée à établir et à entretenir des relations stratégiques avec divers fournisseurs de services de santé.

  • Solides compétences en communication, notamment : l'écoute, la rédaction, la présentation, la transmission articulée de messages dans un style honnête, ouvert, transparent et direct.

  • Expérience avérée dans la direction et la gestion du personnel et des équipes de travail.

  • La maîtrise de la langue française est un atout majeur.

Reporting to the Vice President, Performance, Accountability and Funding Allocation, the Director will lead regional performance monitoring, accountability planning, risk management and funding allocation to support equitable outcomes, strong provider relationships and responsible stewardship of public resources.

This role is regional in nature and pertinent to the needs of the East Region.

Here is what you will be doing:

  • Lead performance monitoring, accountability agreements and key indicators for health service providers, including Ministry-Ontario Health requirements.

  • Oversee funding allocation, reporting, and risk management processes that support transparent, evidence-informed decisions.

  • Negotiate performance plans and targets with providers, mobilize commitment to shared outcomes, and sustained improvement.

  • Build trusted relationships with health service providers, government partners, municipalities, community organizations, and other stakeholders.

  • Lead, coach and develop a high-performing team while contributing to policies, tools and strategies that strengthen regional and cross-region consistency.

Here is what you will need to be successful:

Education and Experience

  • Master’s degree in health administration, health planning, business administration or a related field; or an equivalent combination of post-secondary education and experience in a health care environment

  • Minimum of 10 years of relevant experience including 5 years of experience leading, developing, and supporting teams via projects, programs and/or people leadership.

  • Chartered Professional Accountant (CPA) designation is a strong asset

Knowledge and Skills

  • Senior level experience in complex and dynamic health care environments in the public and/or private sectors in finance with an expert understanding of one or more health care sectors.

  • Significant experience performing financial analyses and critical evaluations of complex financial programs.

  • Demonstrated experience with operational or strategic decision-making related to program funding.

  • Experience in analyzing and interpreting performance data, including financial/statistical data and quality indicators.

  • In-depth understanding of the Ontario healthcare system, its stakeholders, programs and issues.

  • Experience in risk management and demonstrated capacity to identify and respond quickly to emerging issues and priorities.

  • Deep understanding of provincial funding models in use across one or more health-care sectors and familiarity with government financial processes, policies and standards.

  • Strong change management skills; able to focus priorities and drive for positive change; encourages and holds themselves and others accountable.

  • Communication and interpersonal skills, working effectively with other leaders and staff, and liaising with colleagues across Ontario Health and with contacts in the ministry.

  • Experience in effectively working collaboratively with the senior leadership team and staff to lead them through development, change, and transition.

  • Demonstrated understanding of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development.

  • Demonstrated leadership in facilitation and negotiation with multiple stakeholders and service providers.

  • Proven ability to build, enhance and maintain strategic relationships with the community, local and provincial governments, health service providers and others.

  • Strong interpersonal skills and proven ability to build and maintain strategic relations with diverse health service providers.

  • Effective communication skills including listening, writing, presenting, articulate conveyance of messages in an honest, open, transparent and straight-forward style.

  • French language abilities is a strong asset.
