Job Summary

The Engineering Team in Facilities supports the success of Queen’s University by ensuring that infrastructure and systems function correctly and at a high level of reliability.
Queen’s is seeking a highly skilled and detail-oriented Electrical Engineer to perform a critical role in advancing the stewardship of its physical infrastructure. This is an exciting opportunity to contribute to a modern facilities environment by ensuring the safety, reliability, and efficiency of the electrical infrastructure powering one of Canada’s premier universities.
Reporting to the Assistant Director, Engineering, the Electrical Engineer provides the university with electrical engineering expertise to ensure that existing and new university electrical infrastructure and building systems are safe, code compliant, reliable, and efficient in their design, construction, maintenance and operation.
The Electrical Engineer provides engineering leadership by contributing to annual and long-term planning, policy development, financial planning, and resource allocation. This is a key technical role that interfaces with Facilities staff, campus faculties/departments, contractors, and regulatory authorities.
In consultation with the Assistant Director and Senior Electrical Engineer, the Electrical Engineer also provides leadership through mentoring junior members of the Engineering Team and Interns.
The Electrical Engineer must be available to respond to emergency calls outside of normal working hours.

Job Description

KEY RESPONSIBILITIES:
• Ensure the electrical engineering sections of the University’s Design Standards and Construction Guidelines are current, relevant, continuously improved, and consistently applied.
• Ensure electrical engineering is appropriately represented at all stages of major construction projects, including kick-off, design review, construction, commissioning, and handover.
• Review electrical engineering designs prepared by others for equipment installed in university buildings.
• Provide technical expertise through written and verbal guidance to support operations and maintenance staff.
• Design Electrical Engineered systems for new projects, renovations, and maintenance problems.
• Using a safety-first approach, provide electrical technical expertise and instruction to maintenance, central heating plant, design and construction unit project management, and university contractors’ staff.
• Participate in the creation, maintenance, and prioritization of the University’s deferred maintenance lists.
• Establish requirements for electrical engineering solutions for new projects, renovations, and maintenance issues.
• Participate in the development and ongoing review of the Queen’s Facilities strategic plan, contributing to long-term and annual performance targets.
• Plan, prioritize and manage the work of employees, providing strategic and tactical advice, guidance and coaching. Identify the need for staff resources, participate on staffing committees, and make effective recommendations regarding employee selection.
• Manage performance by establishing performance standards, reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
• Assess staff training and development needs and ensure that employees receive training required to improve and sustain successful performance.
• Investigate, address and resolve employee/labour relations issues, including disciplinary matters. Make decisions or effective recommendations on matters involving possible discipline, discharge and probationary termination.

REQUIRED QUALIFICATIONS:
• Bachelor of Science (B.Sc.) in Electrical Engineering.
• Licensed Professional Engineer (PEO) in good standing.
• Significant (more than five years’) experience designing, calculating, and analyzing building electrical systems, improving energy efficiency, and interpreting and applying relevant codes and standards.
• Significant (more than five years’) experience designing, calculating, and analyzing medium-voltage power distribution systems (e.g., 4160 V and 13.8 kV).
• Experience with gas turbine steam/electrical cogeneration systems behind the meter is considered an asset.
• Demonstrated understanding and application of federal, provincial, and municipal laws and codes related to design, operation, maintenance, energy efficiency, and health and safety, including the Occupational Health and Safety Act (OHSA) and the Ontario Building Code.
• Valid Ontario Full Class G driver’s license and insurable under the University’s insurance plan.
• Satisfactory criminal record check.

• Resolve conflicts effectively through negotiation and influence.
• Communicate clearly and effectively with individuals across a wide range of roles, experience levels, and responsibilities within and outside the university community.
• Think strategically and contribute to and communicate long-term priorities within Facilities.
• Mentor Interns/junior members of the electrical engineering team.
• Demonstrate strong analytical and problem-solving skills, with the ability to assess implications and provide consultative recommendations.
• Exhibit strong computer proficiency and the ability to learn new software and systems quickly.
• Adapt effectively to change and manage evolving priorities in a fast-paced environment.
• Maintain exceptional attention to detail, with strong organizational and planning skills to manage multiple competing priorities.
• Demonstrate excellent interpersonal skills and the ability to handle sensitive matters with discretion, professionalism, tact, and diplomacy.
• Read and interpret construction drawings, equipment specifications, and technical documentation.
• Communicate effectively, both orally and in writing, including presenting technical information clearly.
• Build and maintain professional working relationships across all organizational levels.
• Understand and apply financial information in decision-making.

DECISION MAKING:
• Approve, revise, or reject electrical engineering designs prepared by others.
• Apply professional expertise to provide technical advice and direction to internal and external stakeholders.
• Identify, assess, and resolve complex problems and issues, involving others as required and ensuring adequate background information is available.
• Select methods and equipment that meet user needs and operational requirements while prioritizing sustainability and energy conservation.
• Determine design criteria to ensure compliance with applicable codes, regulations, and standards.
• Evaluate job candidates and makes effective recommendations on suitable hires.
• Make decisions and/or effective recommendations regarding transfers and promotions.
• Evaluate employee performance and decide on appropriate training or coaching to address lack of proficiency in carrying out responsibilities, or remedial action for staff disciplinary situations.
• Assess investigation outcome of grievances and makes effective recommendations on appropriate course of action or next steps on grievances.
• Make effective recommendations on level of discipline up to discharge and probationary termination.
