POSITION SUMMARY
Advises the Social & Community Services leadership team on social planning, policy analysis and development, project management, and community capacity building within all departments within the Division. Works with staff and community stakeholders to develop, recommend implementation, and evaluate programs, services, and partnerships to achieve the goals and objectives of both the Division and Corporation.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. Lead strategic policy development, policy analysis, research, evaluation and program development processes by identifying, formulating and recommending new policy and policy amendments, preparing and supporting the delivery of detailed implementation plans.
2. Assist internal and external stakeholders in identifying strategic and system-level policy gaps and opportunities. Lead service, staffing, and system reviews, and recommends changes to senior management.
3. Analyze, develop and recommend options for new/amended policies and programs, assess the implications and feasibility of these options, recommend innovative solutions and implementation approaches and provide interpretive advise/support to leadership.
4. Designate work to be completed, assign and equalize workloads/schedules based on operational requirements and make adjustments as necessary to ensure department standards are maintained.
5. Provide supervision to departmental staff in a manner that motivates, guides and directs employees to the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, teamwork, customer service excellence and positive labour relations.
6. Develop, implement and deliver orientation and training programs for staff.
7. Assist in the recruitment, evaluation, discipline and termination of personnel.
8. Prepare Council reports, research analysis, budget/resources request, briefing notes, presentations, correspondence, policy reports/recommendations and other materials as required by and for senior leadership within the Social and Community Services Division.
9. Stay current on funding opportunities offered by government and community partner initiatives and recommend pursuing same to management. Prepare funding applications.
10. Provide planning-related leadership, support, and expertise to management. Identify issues, needs, resources, and opportunities for integrated planning across divisions, departments, and the community, and facilitates same.
11. Contribute - through management, consultation, co-ordination and policy development - to the implementation of Corporation’s Strategic Plan in order to achieve outcomes that promote a high quality of life, a sustainable community and the achievement of operational excellence (effectiveness and efficiency) at corporate and divisional levels along with in the community.
12. Develop and facilitate community capacity-building. Represent the Division on related committees and at community functions.
13. Manage projects to design and implement social planning processes and frameworks (, service plans, long-term system plans) and is accountable for ensuring objectives, work plans, and timelines are set and met. Lead project teams.
14. Prepare and present reports to senior leadership and standing committees of Council.
15. Provide program and service information to staff, stakeholders, and the public (, website, promotional material).
16. Exchange information with staff in other municipalities, ministries, agencies, and education institutions.
17. Monitor current social, economic and political issues that may impact County of Simcoe organizational priorities. Ensure awareness of existing and evolving issues and concerns, and facilitates development of strategic responses.
18. Provide information to senior leadership in response to information requests from the public and the media.
19. Provide assistance and information to service providers and community agencies as it relates to policies, directions and priorities.
20. Develop and monitor legal agreements, in consultation with the Legal Department, to ensure compliance with legislation.
21. Present and discuss issues related to delivery of contracted services, program plans, and policy with senior leadership.
22. Promote the vision and philosophy of integrated service delivery across divisions, departments, the community, and stakeholders.
23. Perform related duties as required, including redeployment in emergency situations.
24. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
25. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
• A University Degree (Master’s Degree preferable) in a related field (, Social Work, Social Planning, Public Policy and Administration, Business Administration, Intergovernmental Relations, Planning. This job may be considered for educational equivalency in accordance with County Policy.
• Knowledge of municipal and provincial social service and healthcare programs and related legislation; interrelationships between levels of government, public administration, strategic and social planning, research and evaluation, community development, program administration, and factors impacting social wellbeing and quality of life.
• Knowledge of and ability to comply with policies, procedures, collective agreements, and relevant legislation, guidelines, and direction.
• Research, analytical, organizational, and problem solving skills to create project goals and objectives; develop work plans; make systematic and rational judgments; schedule and organize events; and take a broad view of issues, events, and activities and understand their longer term impact/wider implications.
• Ability to read and interpret legislation, guidelines, and direction; policies and procedures; government and community publications; budget and financial statements; statistical information; contracts; and proposals. Ability to write/prepare policies, procedures, and program requirement frameworks and guidelines; reports; articles; service plans; and correspondence.

• Participate in news conferences and respond to media inquiries; present proposals and reports; make presentations to departmental and Regional staff (including senior management, Council, Committee), community groups, and other organizations; and participate as an effective team member.
• Ability to exercise discretion when handling confidential material.
• Computer skills with ability to use software such as Microsoft Office, and database systems.
• Ability to travel within and occasionally outside Simcoe County.
• Criminal reference check with vulnerable sector clearance.
• Valid G class drivers license and access to reliable vehicle.
EXPERIENCE
• A minimum of three (3) years’ experience in delivering social services programs, plus one (1) year in a supervisory role, or similar position.
• Experience in the supervision of staff and the administration of employment policies and collective agreements.
EFFORT
• Visual and mental effort required when taking minutes, inputting data, preparing reports, etc.
WORKING CONDITIONS
• Work mainly performed in a busy office environment and within the community with an opportunity for a hybrid work schedule.
• Ability to work remotely if required.
