About the Position
Reporting to the Manager of Public Works, the Compliance Supervisor is responsible for the administration, coordination, and oversight of regulatory compliance programs associated with the City's municipal water distribution and wastewater collection systems. The position ensures compliance with all applicable provincial legislation, regulations, approvals, permits, policies, and industry standards, including the Drinking Water Quality Management Standard (DWQMS) and Consolidated Linear Infrastructure (CLI).
The Compliance Supervisor is responsible for monitoring compliance performance, maintaining required documentation and records, coordinating audits and inspections, developing policies and procedures, supporting operational staff, and promoting continuous improvement initiatives to ensure the safe, reliable, and compliant delivery of municipal water and wastewater services.
Duties & Responsibilities

- Administer and maintain the City's water and wastewater compliance programs, plans, procedures, and systems in accordance with applicable legislation, regulations, approvals, permits, licences, and Ministry requirements.
- Monitor compliance with the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, DWQMS, Municipal Drinking Water Licences, Drinking Water Works Permits, Environmental Compliance Approvals, and other applicable requirements.
- Develop, implement, review, and update operational procedures, policies, and compliance documentation.
- Coordinate and manage internal and external compliance audits, inspections, and regulatory reviews.
- Liaise with the Ministry of the Environment, Conservation and Parks (MECP), Niagara Region Public Health, conservation authorities, consultants, and other regulatory agencies.
- Ensure all mandatory reporting requirements are completed accurately and within prescribed timelines.
Investigate compliance-related issues and implement corrective and preventative actions as required.
- Track regulatory changes and ensure municipal programs and procedures remain current and compliant.
- Coordinate all required water sampling, testing and reporting in accordance with regulatory requirements.
- Ensure proper required notification of non-compliance and ensure access to all related documentation and records is maintained as per regulations.
- Prepare reports, correspondence, policies, procedures, and recommendations for management.
- Coordinate training and licensing programs, including identifying training plans, managing training records, tracking of licensing and delivery of training related to the water and wastewater system, as required.
- Coordinate and lead the City’s water quality programs, including but not limited to manual and automated flushing points.
- Participate on the Joint Health and Safety Committee and assist with ensuring adherence to the established Health and Safety policies and procedures.
- Other duties as assigned.
What you need to Succeed...
QUALIFICATIONS:
- Ontario Secondary School Diploma, GED or equivalent.
- University Degree or College Diploma in Civil Engineering Technology, Environmental Technology, Water Resources, Municipal Engineering, or a related discipline is preferred.
- Certification or eligibility for certification with OACETT or PEO preferred.
Additional training in quality management systems, environmental compliance, auditing, or regulatory administration is considered an asset.
- Five (5) years of progressively responsible experience in municipal water/wastewater operations, environmental compliance, regulatory administration, or a related field.
- Experience with Drinking Water Quality Management Systems and regulatory audits.
- Supervisory or leadership experience is considered an asset.
- MECP Level 1 Water and MECP Level 1 Wastewater certificate is preferred.
- Certified Internal Auditor training or quality management certification is considered an asset.
- Thorough knowledge of municipal water and wastewater legislation, regulations, approvals, permits, and industry best practices.
- Excellent report writing, record management, and documentation skills with the ability to create SOP’s, technical specifications and work instructions.
- Ability to meet deadlines, function well under pressure and respond to frequently changing demands.
- Demonstrated proficiency in Microsoft Office Suite, compliance management systems, work order systems GIS, document management systems, and database applications.
- Possess a valid Class “G” Ontario Driver’s License with a clean driving record.
Salary and Benefit Information
$97,156 – $113,659 (2026 rates)
