About the Position
Reporting to the Senior Supervisor, Public Works, the Supervisor – Water/Wastewater is responsible for the day-to-day operation, maintenance, regulatory compliance, and performance of the City's municipal water distribution and wastewater collection systems. The position provides leadership, supervision, and technical oversight to operational staff, ensuring that water and wastewater infrastructure is operated safely, efficiently, and in accordance with all applicable legislation, regulations, standards, and municipal policies.
Duties & Responsibilities
The duties listed are not meant to provide a description of each and every job performed
but only those which represent the core functions of the job.
- Plan, coordinate, supervise, and direct the day-to-day operation, maintenance,
repair, and inspection of the City's water distribution and wastewater collection
systems to ensure safe, reliable, and efficient service delivery.
- Ensure compliance with all applicable legislation, regulations, permits, approvals,
City policies and procedures, the Drinking Water Quality Management Standard
(DWQMS), health and safety requirements, and the provisions of the Collective
Agreement.
- Provide leadership, supervision, training, mentoring, scheduling, and performance
management for Water/Wastewater staff, fostering a safe, productive, and
customer-focused work environment.
- Coordinate personnel, equipment, materials, contractors, and other resources
required to deliver operational, preventative maintenance, emergency response,
and capital-related activities.
- Enforce and promote compliance with corporate health and safety programs,
policies, and legislative requirements, including conducting workplace inspections,
investigations, and implementing corrective actions as required.
- Supervise and administer work performed by contractors, consultants, and utility
companies to ensure compliance with contract specifications, quality standards,
safety requirements, approved Levels of Service, and project objectives.
- Respond to operational emergencies, customer complaints, service requests,
infrastructure failures, and inquiries from the public, staff, contractors, and
regulatory agencies, ensuring timely and effective resolution.
- Coordinate emergency response activities related to watermain breaks, sewer
backups, system failures, severe weather events, and other urgent operational
matters, including participation in a week-long on-call program.
- Assist in the planning, development, implementation, and monitoring of preventative
maintenance programs, operational improvements, and asset management
initiatives to maximize system reliability and lifecycle performance.
- Support capital infrastructure programs by providing operational input during
planning, design, construction, commissioning, and turnover of new or rehabilitated
municipal assets.
- Prepare and maintain reports, correspondence, operational records, regulatory
documentation, performance metrics, and other records related to
Water/Wastewater operations and maintenance activities.
- Assist in the preparation and administration of operating and capital budgets and
monitor expenditures to ensure efficient and effective use of resources.
- Liaise with residents, contractors, consultants, developers, utility companies,
external agencies, and other City departments regarding operational matters,
service delivery, and project coordination.
- Participate in winter operations activities, including supervisory duties associated
with winter control operations, as required as well as participation in rotating on-call
shifts through the winter control months.
- Perform other duties as assigned.
SUPERVISION:
- Supervision of approximately 20 unionized staff within the Water/Wastewater
Services Division
What you need to Succeed...
- Ontario Secondary School Diploma, GED or equivalent.
- University Degree or College Diploma in Civil Engineering Technology,
Environmental Technology, Water Resources, Municipal Engineering, or a related
discipline is preferred.
- Certification or eligibility for certification with OACETT or PEO preferred.
- Five (5) years’ experience in Public Works operations, construction or similar field
- Minimum two (2) years’ experience coordinating and supervising field staff.
- MECP Level 1 Water and MECP Level 1 Wastewater certificate is required.
- Working knowledge of City of Welland Municipal Standards, Niagara Peninsula
Standard Contract Documents (NPSCD), ministry guidelines for sewage and
watermains, and other applicable legislation and regulations (e.g. Occupational
Health and Safety Act, Safe Drinking Water Act, Highway Traffic Act) as well as
construction practices and safety regulations.
- Valid Ontario Driver’s License, Class D with Z endorsement, or greater.
- Ability to meet deadlines, function well under pressure, and respond to frequently
changing demands.
- Effective leadership, communication, and problem-solving abilities.
- Proficient in computer applications including Microsoft Office Suite and Work Order
systems.
- Available to work a variety of shifts and be available for call-ins as required
including evenings and weekend.
Salary and Benefit Information
$97,156 – $113,659 (2026 rates)
