The IT Vendor Management Director role provides leadership and execution for the end-to-end IT vendor life cycle. This includes ownership and delivery of the IT Vendor Management practice and key responsibilities in sourcing and purchasing of IT products and services, performance, cost, and risk management, value proposition, and vendor offboarding.

The successful candidate will be responsible for ensuring that IT Vendor Management governance is developed, continuously improved, and executed in alignment with the objectives of IT, the broader enterprise, and industry and regulatory requirements. This includes strategy, governance, and operating models associated with the IT vendor life cycle.

You will also partner, influence, build credibility, and define processes with internal and external stakeholder groups such as Legal, Corporate Purchasing, Audit, Government of Saskatchewan ministries and crown corporations, and the IT Solutions Association of Saskatchewan to advance the organization’s IT vendor management capabilities in alignment with provincial and industry best practices.

Key Accountabilities

IT Vendor Performance and Reporting

  • Manages the collection, consolidation, and communication of reporting and data on vendor contracts, performance, risk, and relationships to key stakeholders and vendors.

  • Accountable for the measurement and reporting of IT vendor performance, including development of evaluation tools based on stakeholder needs, and creation and publication of scorecards and dashboards.

  • Collaborates with internal stakeholders to enable, support, and operationalize business vendor performance management accountabilities.

  • Monitors portfolio vendor performance towards and escalates issues against expected business outcomes and objectives, Service Level Agreements (SLA), or contractual obligations, ensuring expectations are met and issues resolved.

  • Monitors and reports on the financial health (cost savings, budget adherence, risk exposure, purchasing limit status, etc.) of the corporate IT vendor management portfolio.

IT Vendor Management Practices

  • Provides leadership for the IT vendor management practice in alignment with strategic and operational objectives for SGI’s Digital and Information Services (D&IS) division and the broader enterprise.

  • Establishes and maintains frameworks, policies, standards, and procedures for technology vendor management in alignment with corporate vendor management practices.

  • Develops, implements, and maintains strategy, governance, and the operating model for technology vendor management including functional roles and responsibilities.

  • Collaborates with internal stakeholders to define accountabilities and drive adoption of corporate vendor management frameworks, policies, standards, and procedures.

  • Ensures alignment of annual vendor management priorities and plans with corporate and IT strategy and plans.

IT Sourcing & Purchasing

  • Develops vendor selection criteria, best practices, standards, and procedures in collaboration with internal stakeholders.

  • Develops and maintains contract negotiation, development, and management best practices, standards, and procedures in collaboration with internal stakeholders.

  • Oversees maintenance of vendor agreements to ensure agreements are current and corporate preferred terms are included.

  • Establishes formal vendor expectations, outcomes, and SLAs for inclusion in vendor agreements in collaboration with business and IT partners.

  • Develops and executes an enterprise IT sourcing strategy, maintaining an expert level knowledge in how organizational IT services and contracts are sourced, delivered, and operated, including renewals, market engagement, and procurement of new capabilities.

Third Party Risk Management

  • Develops and actions vendor risk assessments, registers, and remediation plans in collaboration with key stakeholders including IT Risk, Enterprise Risk Management, Privacy, Information Security, and business continuity teams.

  • Develops risk frameworks and standards, accounting for sensitivity to and tolerance, for identified vendor risk types (financial, regulatory, operational, reputational, etc.).

  • Manages the collection, consolidation, and communication of reporting and data on vendor risk and mitigations.

  • Oversees and coordinates vendor audits and reporting.

  • Arranges and directs departmental activities and true-up schedules in coordination with IT Financial Management.

Relationship Management

  • Serves as the business agreement/account level point of contact between the vendors and internal consumers of IT vendor products and services.

  • Resolves or escalates vendor issues and disputes as required.

  • Manages the business agreement/account process with IT vendors, including what information should be communicated, when and by whom, to maintain clarity of vendor accountabilities and effective leveraging of contractual obligations.

  • Develops a defined and standard set of procedures on how to engage, report to, and communicate with external stakeholders, including Government of Saskatchewan ministries, crown corporations, and the IT Solutions Association of Saskatchewan.

  • Engages with other Government of Saskatchewan ministries and crown corporation Vendor Management leaders to identify collaboration opportunities.

  • Actively contributes to and supports a culture of a high performing workforce.

  • Participates in divisional succession plans, ensuring ongoing professional and career development and supports development in others.

  • Supports a culture of leadership and accountability to effectively deliver on strategic and corporate strategies.

Corporate Management

  • Enables the success of programs and policies that are in alignment with corporate, strategic and divisional strategies.

  • Manages risk in area of authority.

  • Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility.

Education and Experience

  • A four-year degree from an accredited post-secondary education institution in a relevant field of study such as information technology or business.

  • Related professional designation such as Chartered Institute of Procurement & Supply (CIPS), Certified Professional in Supply Management (CPSM), or Certified Technology Procurement Executive (CTPE).

  • Ten years’ experience in vendor management which includes policies, performance, vendor risk, relationships, contract development and negotiation and issue/dispute resolution, including experience in supporting the development of others.

Knowledge, Skills and Abilities

  • Skilled in driving change and facilitating collaboration and action in a highly distributed organization.

  • Knowledge of contract management and negotiation.

  • Knowledge of the IT Industry and the products and services provided by technology vendors.

  • Knowledge of the insurance industry and SGI/SGI CANADA’s structure.

  • Knowledge of standard IT agreement terms (such as warranties, intellectual property, indemnification).

  • Knowledge of concepts and techniques for KPI establishment, measurement and reporting, particularly regarding vendor performance and activity.

  • Knowledge of procurement practices and vendor contract management.

  • Knowledge of IT governance formulation and maturation.

  • Knowledge of financial management concepts and techniques.

  • Familiarity with relevant regulatory and industry requirements.
