Position Summary

The Director of Occupational Health and Safety (OHS) provides strategic leadership for the development, implementation, and continuous improvement of health and safety programs across the organization. This role ensures CBN is in full compliance with the Ontario Occupational Health and Safety Act (OHSA) and applicable federal regulations, while advancing a culture of safety excellence in alignment with organizational values and public accountability.

Key Responsibilities

Strategic Leadership

  • Lead the development and execution of a comprehensive OHS strategy aligned with organizational, municipal/provincial priorities and CBN principles
  • Serve as a trusted advisor to senior leadership on safety risks, legislative changes, and industry best practices
  • Provide leadership, coaching, and direction to the health and safety team and operational leaders

Legislative Compliance & Government Relations

  • Ensure compliance with:
    • Ontario Occupational Health and Safety Act (OHSA)
    • Applicable regulations (e.g., Industrial Establishments, Construction Projects, WHMIS)
    • Workplace Safety and Insurance Board (WSIB) requirements
  • Act as primary liaison with:
    • Ministry of Labour, Training and Skills Development (MLITSD) inspectors
    • WSIB representatives and other regulatory bodies
  • Oversee Legal compliance audits, inspections, and reporting requirements

Risk Management & Incident Oversight

  • Maintain the Risk Management database (RMD) and Kepner Trego (KT) Risk assessments.
  • Lead investigations of critical injuries and high-risk incidents in accordance with Ontario reporting requirements.
  • Ensure timely reporting to regulators and internal stakeholders
  • Drive implementation of corrective actions and continuous improvement measures

Occupational Health & Safety Programs

  • Oversee design and delivery of programs including:
    • Workplace inspections and compliance monitoring
    • Emergency preparedness and municipal/provincial coordination (Fire drills)
    • Occupational health, industrial hygiene, and exposure control (Knowledge)
    • Return-to-work and disability management in alignment with WSIB.
  • Understand and maintain certification in recognized systems (Integrated, ISO 45001,19001,14001

Joint Health & Safety Committees (JHSC)

  • Ensure effective functioning of Joint Health and Safety Committees (JHSCs) as required under OHSA
  • Provide guidance, training, and support to management and worker representatives
  • Ensure timely response to JHSC recommendations and compliance with posting/reporting requirements

Safety Culture & Engagement

  • Promote and embed a proactive safety culture across diverse work environments (e.g. manufacturing, contractors, office, facilities, emergency services, public works)
  • Partner with 13 unions employee groups, and management teams to strengthen accountability and engagement
  • Lead safety campaigns, awareness initiatives, and continuous improvement programs

Performance Measurement & Reporting

  • Develop and monitor key performance indicators (KPIs), including:
    • Lost-Time Injury Frequency Rate (LTIFR)
    • Total Recordable Injury Rate (TRIR)
    • Near-miss and hazard reporting trends
  • Prepare reports for executive leadership at Business Management Meetings.
  • Use data analytics to drive performance improvements and risk reduction

Training & Competency Development

  • Ensure compliance training programs meet Ontario regulatory requirements (e.g., Worker Awareness Training, Supervisor Training, Due Diligence Training)
  • Oversee development of competency frameworks for safety-sensitive positions
  • Promote leadership training in due diligence and internal responsibility system (IRS)

Qualifications

Mandatory Requirements

  • Legally eligible to work in Canada
  • Fluent in English (speak, read, write)
  • Able to obtain (in a timely manner) and maintain Government of Canada Secret (Level II) security clearance
  • Able to work outside of standard business hours as required (after-hours incidents or emergency situations)
  • Able to travel between various CBN sites in Ottawa on short notice
  • Able to travel approx. 1-2 weeks/year (remote CBN sites; conferences)

Minimum Qualifications

  • Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
  • Minimum 10 years of occupational health and safety experience, including 5 years in a management or leadership role
  • Thorough knowledge of Ontario OHSA, WSIB requirements, industrial safety regulations, and occupational health programs.
  • Experience conducting risk assessments, incident investigations, and regulatory compliance audits.

Preferred Qualifications

  • CRSP or CHSC designation.
  • 15 years of occupation health and safety experience, including 7+ years in a management or leadership role
  • Experience leading safety programs in a printing or manufacturing environment
  • Experience leading safety programs within a highly regulated, security-sensitive, or unionized environment.
