Job Summary


The Infrastructure Asset Management Specialist is responsible for the development, implementation, and ongoing improvement of asset management strategies, frameworks, and plans for the Municipal Portfolio. The role focuses on applying and enhancing asset management methodologies, processes, and data-driven practices across the Municipal Portfolio to support safe, reliable, and cost-effective service delivery.

The position independently conducts asset-related analyses, supports the review of operational practices, and leads the development of preventative maintenance and capital renewal programs. The Infrastructure Asset Management Specialist works collaboratively with operations staff and technical teams to support consistent, risk-based decision-making and long-term investment planning related to the Municipal Portfolio.

Organizational Status
The Infrastructure Asset Management Specialist position reports directly to the Municipal Engineer, Municipal Services within UBC Facilities and works collaboratively among teams and various groups within the greater UBC community.

Work Performed

  • Conducts technical analyses of varying complexity to support the development of capital renewal and operations & maintenance programs.
  • Develops, maintains, and applies analytical tools and models to assess and simulate asset condition, performance, and investment scenarios.
  • Manages, monitors, and ensures accuracy of municipal asset data across various systems. This includes asset inventories, condition data, maintenance history, and valuation information.
  • Develops and refines asset registries, asset classes, hierarchies, and categorization standards.
  • Leads asset data collection initiatives, including defining field data requirements, coordinating data capture workflows, and validating collected data for quality and completeness.
  • Advances the development of Asset Management Plans and supporting documentation.
  • Advances the development of level of service models, targets, and performance, to optimize operations, maintenance resources, and capital expenditures.
  • Leads the development and implementation of asset inspection program for the Municipal Portfolio. This includes detailed research of existing methodologies, development of UBC-specific methodologies and inspection templates, and conducting annual inspections of various municipal assets.
  • Responsible for the implementation of a quality management program and other processes.
  • Acts as a field reviewer to ensure newly constructed and re-constructed assets are in general conformance with engineering designs and any applicable specifications and technical guidelines.
  • Prepares various reports, technical memos, business cases, terms of reference, and other project-specific or operational documentation.
  • Researches and evaluates emerging asset management methods, tools, and technologies to improve asset management practices and business solutions.
  • Reviews and applies technical literature related to infrastructure systems, engineering practices, and asset management methodologies.
  • Liaises with project teams obtain project documents and ensure relevant asset information entered into the relevant asset information management system to ensure accuracy of capital renewal and operations & maintenance forecasts.
  • Manages and builds meaningful relationships with internal and external stakeholders.
  • Proactively adopts and applies new tools, technologies, and methods to improve efficiency and support continuous improvement.
  • Performs related duties as assigned.

Consequence of Error/Judgement
The Infrastructure Asset Management Specialist provides key inputs to the strategic and operational decision-making for the Municipal portfolio. Errors in judgement and technical analyses may result into sub-optimal resource allocation, premature asset failures, and disruption of service to the university, its students, faculty, staff, residents, and the Musqueam.

Supervision Received
Works independently under the direction of the Municipal Engineer.

Supervision Given
On behalf of the Municipal Engineer, provides work direction and oversight of field employees, asset coordinator, consultants, and contractors.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Eligibility for membership in a professional Institute or Association (EGBC, PEMAC or other). Minimum of six years of related experience, or the equivalent combination of education and experience.

- Valid B.C. Class 5 Driver’s License.

Preferred Qualifications

- Certificate or formal training in Asset Management.

- Familiarity with asset management principles and frameworks (e.g., ISO 55001).

- Familiarity with materials, methods, and techniques used in the condition assessment of municipal infrastructure.

- Knowledge how to read and interpret engineering drawings and specifications.

- Knowledge how to collect, organize, and analyze datasets, identify trends, and draw logical conclusions

- Ability to work independently and collaboratively in a team environment.

- Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.

- Experience working with asset data, including asset inventories, condition data, and performance metrics.

- Experience and exposure to the design, construction, and/or operation of municipal infrastructure assets (e.g., roads, storm, fleet, plazas, structures).

- Strong written, verbal, and interpersonal communication skills.

- Demonstrated commitment to excellence and willingness to grow professionally and personally.

- Strong willingness and ability to learn new concepts, tools, and frameworks.

- Intellectual curiosity and a growth mindset.

- Working knowledge in the development and implementation of asset management strategies developing condition assessment and inspection plans, and programs, processes and protocols for data collection.

- Working knowledge with decision-making tools for advanced modeling and analyses.

- Experience with CAD software is an asset.

- Experience with SQL and familiarity with Python is an asset.

- Experience with BI tool such as Power BI and Tableau is an asset.

- Experience with ArcGIS is an asset.
